Bush has declared Friday, June 11, 2004, a Federal Holiday with all federal offices closed in honor of former President Ronald Reagan. Governor Arnold Schwarzenegger has declared Friday, June 11, 2004, a Day of Remembrance with all State agencies and offices closed in memory of former Governor and former President Ronald Reagan. The public offices of the City shall be closed on every day appointed by the President of the United States or Governor of the State of California for public holiday when the Council specifically authorizes as stated in City Council Resolution No. 2003 -2156; and when the City Council adopts a resolution consistent with Section 2.52.010 of Chapter 2.52 of Title 2 of the Moorpark Municipal Code, which provides that the City Council shall set by resolution holidays to be observed. STAFF RECOMMENDATION Adopt Resolution No. 2004- , declaring June 11, 2004, a City holiday in honor of former President Ronald Reagan. Attachment: Draft Resolution Honorable City Council June 9, 2004, Special Meeting Page 2 ATTACHMENT RESOLUTION NO. 2004- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DECLARING FRIDAY, JUNE 11, 2004, A CITY HOLIDAY IN HONOR OF FORMER PRESIDENT RONALD REAGAN WHEREAS, President George W. Bush has declared Friday, June 11, 2004, as a Federal Holiday in honor of former President Ronald Reagan and all Federal agencies will be closed; and WHEREAS, California Governor Arnold Schwarzenegger has proclaimed Friday, June 11, 2004, as a Day of Remembrance of former Governor and former President Ronald Reagan and all State agencies and offices will be closed; and WHEREAS, the public offices of the City shall be closed on every day appointed by the President of the United States or Governor of this State for public feast, Thanksgiving or holiday, when specifically authorized by the City Council as stated in City Council Resolution No. 2003 -2156; and WHEREAS, for consistency with Section 2.52.010 of Chapter 2.52 of Title 2 of the Moorpark Municipal Code, which provides that holidays observed by the City shall be set by resolution of the City Council; and WHEREAS, the City Council at a Special Meeting on June 9, 2004, declared Friday, June 11, 2004, as a City holiday in honor of former President Ronald Reagan and that a resolution be adopted. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Excluding those offices, which must remain open for the continuation of essential public services, such as police services, the public offices of the City shall be closed on Friday, June 11, 2004. Regular full -time Competitive Service and Management Employees required to work on this day shall receive straight -time pay, not to exceed eight (8) hours, and shall also be credited with one hour of vacation leave for each hour worked on the referenced holiday, not to exceed eight (8) hours. Any hours worked in excess of eight (8) hours on the Honorable City Council June 9, 2004, Special Meeting Page 3 June 11, 2004, holiday shall be paid in cash at two and one -half (21-�) times the employee's regular rate of pay. Regular part - time employees required to work on the June 11, 2004, holiday shall receive straight -time pay for hours worked and shall receive pro -rated vacation leave as credit for the holiday, consistent with applicable provisions in the Personnel Rules. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
