Riley, Assistant City Manager April 27, 2005 (CC Meeting of May 4, 2005) SUBJECT: Consider Request from Moorpark Chamber of Commerce to Waive Applicable Permit Fees and to Utilize the City's Portable Stage and Shade Canopy for the Annual Apricot Festival 1��� The City Council is being asked to consider a request from the Moorpark Chamber of Commerce for a waiver of permit fees and for 'ase of the City's portable stage and shade canopy for the Annual Apricot Festival on Saturday, June 11, 2005 at Moorpark College. Since the event is being held at Moorpark College the only applicable fee is $100 for the Temporary Use Permit. This fee has been waived for co- sponsored events in the past. DISCUSSION For the past several years the Chamber of Commerce and the City of Moorpark have co- sponsored a Street Fair which has now been renamed the Apricot Festival. Under previous Agreements with the Chamber, the City has agreed to co- sponsor the Street Fair. The City's practice is to not rent or lend its equipment because the rent revenues are not sufficient to cover the costs associated with administration, as well as, repair or replacement of items due to the additional handling and wear. The portable stage is stored at Arroyo Vista Community Center and is moved to the park site for city events. The City does not have the necessary equipment to load the stage into a vehicle for transport to another location. The shade canopy is not bulky and can be easily transported and assembled. Honorable City Council May 4, 2005 Page 2 Staff recommends that the shade canopy be provided for the event at no cost and that the Temporary Use Permit fee of $100 be waived. For the reasons outlined above, staff does not recommend approving the loan of the portable stage for the festival unless the Chamber can provide the necessary equipment and manpower to properly move the stage. STAFF RECOMMENDATION Approve the request from the Moorpark Chamber of Commerce to waive the Temporary Use Permit Fee and allow use of the shade canopy for the Apricot Festival on June 11, 2005. Also, in preparing for our upcoming Apricot Festival on June 11, 2005, we would like to know if we can borrow several items from the City, which would help defray cost associated with the event, therefore allowing us to do more advertising.
