SUBJECT: Consider Creation of a New Active Adult Center Supervisor
Classification
BACKGROUND AND DISCUSSION
The Parks, Recreation and Community Services Department has
experienced the loss of trained staff in varying positions during
the current fiscal year. While these vacancies have placed a
burden on remaining staff to keep up with the workload, there has
been a positive side effect of facilitating consideration of
reorganization strategies.
The City's Active Adult Center is currently managed by the Active
Adult Center Coordinator, a Competitive Service position at Range
51, with general direction and assistance from the Recreation
Manager, a Management position at Range 67. Staff is proposing to
facilitate retention of trained staff, and provide for more
flexible management of the Active Adult Center, by creating a new
Management position, Active Adult Center Supervisor at Range 59.
As a Management position, the Active Adult Center Supervisor would
be exempt from overtime, allowing flexible scheduling for Active
Adult Center events, which often take place on weekends and
evenings. Other proposed new assignments include, but are not
limited to:
• Assume responsibility for all operations associated with the
Senior Nutrition Program, including all compliance and
training requirements (City has now assumed responsibility for
the entire Senior Nutrition Program effective April 1);
• Conduct in -home interviews with senior citizens interested in
home delivered meal and make determination on eligibility;

• Serve as the City's liaison with the Area Agency on Aging on
all matters including grants;
• Assume primary responsibility for Active Adult Center Advisory
Committee
• Assist with citywide cultural and performing art programs and
events;
• Serve as the City's liaison to the Ventura County Arts Council
and with other regional arts organizations;
• Assist with the City's Art in Public Places Program and with
art grant applications; and
• Coordinate the City's role in the annual Moorpark Arts
Festival.
The other staff positions at the Active Adult Center will assume
more of the quasi - administrative and clerical -type duties that, due
to our relatively small staff size, are still performed by the
Active Adult Center Coordinator. The intent is to still retain the
Coordinator classification to allow future flexibility for
recruitment. If the new Supervisor position is approved, the
incumbent Coordinator is intended to be elevated to the Supervisor
position effective with the pay period beginning May 27, 2005, with
a 5 percent increase in salary. No budget amendment is needed.
STAFF RECOMMENDATION
Direct staff to schedule on the Consent Calendar for the May 18
regular meeting resolutions revising the Salary Plan and the
Classification Plan to add an Active Adult Center Supervisor
classification.
