CITY OF MOORPARK, CALIFORNIA City Council Meeting of ------ ACTION: 'n• �� .� May 24, 2005 (CC Meeting of May 25, 2005) Consider Mission Statement, Priorities, Goals and Objectives for Fiscal Year 2005/2006 Attached are the proposed Mission and Objectives for FY 2005/2006. from FY 2004/2005 in legislative City Council designated "Top Ten recommendation of a new priority station." DISCUSSION Statement, Priorities, Goals It shows the proposed changes format. It also includes the (10) Priorities" with the to replace "Construct police It is generally acknowledged that with current staff levels, there are many more objectives listed than can be reasonably expected to be accomplished in the year. In fact, many of the objectives will take several years to fully complete. A written status report on the various priorities and objectives is not included as part of this report. The City Council Monthly Report provides a status on most of these items as well as other staff work efforts. Staff will respond to specific Council questions when this matter is considered. On February 16 and March 2, 2005, the City Council received a status report and discussed the current goals and objectives. By consensus, the Council left the nine remaining priorities in tact and concurred that flood control and protection would be the tenth "Top Priority" item. The Council also agreed to incorporate eleven (11) items [Items 14., 23., 29., 30., 33., 000 C JAW City Council Agenda Report Re: Mission Statement, Priorities, Goals and Objectives May 24, 2005 (CC Meeting of May 25, 2005) Page 2 34., 36., 37., 38., 39. and 40.1 from the list of 41 Potential Objectives as objectives for further consideration in May /June 2005. Please note that items 37. and 38. have not been included for the reasons included in the attached list of Potential Objectives. In addition to changes to the Potential Objectives list directed by the Council on March 2, 2005, the list includes ten (10) additional suggestions for consideration. During the 2004/2005 FY, a number of items not included on the list of approved objectives were addressed by Council and staff. These included: 1. Assumed responsibility for the Senior Nutrition Program; 2. Coordinated schedules for residential refuse pickup and street sweeping; 3. Eliminated one Planner position, added Assistant City Engineer and Senior Management Analyst position, and expanded part -time IS Technician to a full -time position; 4. Reorganized and reassigned certain responsibilities affecting five departments; 5. Prepared plans for modification of front counter and move of contract Building and Safety services to City Hall; 6. Evaluated City's role regarding Oxnard Harbor District; 7. Added City Council Public Safety Committee; 8. Addressed flood disaster and post disaster activities; 9. Addressed extended construction of pipeline on Los Angeles Avenue and requested actions by residents /businesses including interest in sound walls; and 10. Took ownership of Mammoth fossils found during grading of the Wm. Lyon project. A few of these are related to newly proposed objectives. There are 110 FY 2005/2006 proposed objectives and 10 items newly added to the list of Potential Objectives.
