Establish the frequency of sweeping to be performed under the contract as the Council desires, based on the City's financial capability and the information contained in this report. 2. Award the street sweeping contract to Emard Power Sweeping. At the direction of the City Council, the City Engineer recently solicited bids from seven sweeping firms. Of the seven firms, the following three submitted bids: Tri- County Street Sweeping, Ven -Co Power Sweeping, and Emard Power Sweeping. Because the bid received from Tri - County Street Sweeping was not signed and did not include the required bid bond or explanation for its absence, it is recommended that the bid be considered non - responsive and be rejected. The bids received from Emard Power Sweeping (hereafter referred to as Emard) and Ven-Co Power Sweeping (hereafter referred to as Yen -Co) were reviewed and were determined to be in conformance with the contract documents. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 The Bid Results are as follows: Payment per Curb Mile Emard (low bid) Ven-Co Frequency: a. Initial Cleanup $1,980 (1 time cost) Monthly 310080 Annual Bi- weekly 320,280 Annual Weekly $40,560 Annual A review was made of the low bidder's (Emard) qualifications and a summary is provided below. 1. Equipment: Emard's equipment meets the specifications in the contract documents. Emard also has backup equipment in the event of mechanical failure. 2. Experience: Emard currently sweeps facilities for the City of Ojai, the Malibu West Swim Club, the Oak Park Civic Association, and various mobile home parks. 3. References: Representatives of the City of Ojai and the Malibu West Swim Club were contacted and questioned regarding their experience with Emard. Both representatives indicated that they were quite pleased with the service provided by Emard, and considered them to be conscientious, responsive, and cooperative. In conclusion, Emard's capability is judged adequate for the City's needs. Our recommendation, therefore, is to award the contract to the low bidder, Emard Power Sweeping. As an informational note, CalTrans has recently indicated that it is willing to execute a maintenance agreement with the City to allow for the City - administered sweeping of State routes through town. CalTrans is presently preparing this agreement, and it will be presented to the Council at a future meeting. It should be noted that Emard has suggested that the commercial routes be swept weekly and the residential routes be swept bi- weekly. The suggested commercial routes consist of High Street, those sections of Moorpark Avenue and Moorpark Road between High Street and Los Angeles Avenue, and Los Angeles Avenue between Butter Creek Road and Moorpark Road. If the Council is Interested in pursuing this option, CalTrans should first be contacted to determine if the State is willing to fully reimburse the City for the corresponding expenses. If Emard's suggestion is followed, the cost to the City for the initial cleanup and one year of sweeping will be approximately $22,000 and the cost to the State will be approximately $6,000. PROPOSED MOTION 1. Establish the frequency of sweeping to be performed under this contract. The options are: 1. Monthly 2. Bi- weekly 3. Weekly 4. Commercial routes weekly, residential routes bi- weeekly. 2. Direct that City streets be swept starting May 1, 1985 with State routes to be swept upon execution of the Maintenance Agreement with CalTrans. 3. At the present time, Emard Power Sweeping has grown to include almost all of the mobile home parks in Ventura County. We have a five (5)year contract with the City of Ojai and a contract with a community in Malibu. We sweep for Ventura County in the City of Oak Park as well as other miscellaneous county roads and bridges. However, these definitions are open to further discussion with the City of Moorpark. Route #1 - Commercial area: Butter Creek to Highway 23; Moorpark Avenue to State Route 9 and down to Moorpark Road to Los Angeles Avenue. Please refer to Map #1. Total curb mileage = 7.8. Route #2 - One -half of the residential area which would be approximately 26.1 curb miles. Route 1#3 - The remaining half of the residential area which would be approximately 26.1 curb miles.
