Time Extension for Construction of Subdivision Improvements
Tract 3070 -31 4, and 5
Tracts 3070 -3, 4, and 5 are located in the Moorpark College area
in the City of Moorpark, as seen on the attached location map.
On November 16, 1983, the Ventura County Board of Supervisors approved
the final map for the tract and entered into agreements with
U.S. Condominium Corporation, for the construction of subdivision
improvements.
The agreements required completion of all improvements by
February 15, 1985.
Due to the scale of the project, construction scheduling and
economic environment, the developer was unable to complete the
subdivision improvements as originally expected.
The improvements are under construction and there are no obstructions
to existing public access.
The review of this project indicates that the existing improvements
securities are adequate to cover the cost of the remaining construction
of the improvements.
Based upon the foregoing, it is felt that the granting of this time
extension will not cause any undue hardship to the public and will
at the same time facilitate the developers orderly completion of the
project. The required time extension fees have been paid.

WHEREAS, the Developer has applied for a time extension to
the Agreement to Construct Improvements dated November 16, 1983
The original Agreement shall be attached hereto and the
conditions of said Agreement shall become a part of this
Time Extension Agreement and shall remain in force for an

Sub - Division Agreements on the above projects will expire on February
15, 1985. Enclosed are checks as follows:

We have diligently pursued the construction of these projects and
anticipate beginning the work on Tract 3070 -3 the beginning of March
1985.
On November 16, 1983, the City Council imposed additional conditions
on Tract 3070 -4 and the requirement for a new map on Tract 3070 -5.
As you know, our engineer, Joel Silverman & Associates, has been working
on these projects and has already submitted documentation to you. The
economy, of course, will dictate completion of all the above projects.
Time extensions are respectfully requested as follows:
Tract 3070 -3 - 18 months
Tract 3070 -4 - 36 months
Tract 3070 -5 - 48 months
The reason for the length of time requested is the fact that it is our
understanding that the extensions are required for completion of the
improvements rather than the start of the improvements. This means that

we must grade, install the improvements, complete the project and then
obtain final inspection on all of the improvements. If, in fact, the
extensions are only required to start of the improvements, then the
request would be as follows:

Tract 3070 -4 - 24 months
Tract 3070 -5 - 36 months
