DENNIS DELZEIT City Engineer JOHN V. GILLESPIE Chief of Police The subject proposal was reviewed by the City Council as part of the 85/86 FY budget deliberations. It was the Council's action that the proposal be considered for mid -year implementation, after review of the first quarter financial report. This report was provided to Council as part of the November 18 agenda. It is important the fiscal impact of the proposal be evaluated, for the balance of 85/86 as well as subsequent years. In addition, if funded, there should be consideration of responsibilities and priorities for the position. RECOMMENDED ACTION: Refer to Budget/Finance Committee for review and recommendation to the City Council at the December 16 meeting. GILLESPIE Chief of Police The Police Department had requested the addition of an Administrative Services Officer for the present fiscal year in June 1985. The position was not funded in July due to revenue constraints. However, the City Council agreed to reconsider the position for mid -year funding predicated on sufficient revenues available at that time in the year. Review of the Position There is a demonstrated need for the development and implementation of various programs relative to crime prevention, traffic and school services. The growth rate and demographics of the community necessitates that the foundation for programs be instituted without delay. Presently, requests for special programs are accommodated as time and deploy- ment permit. Many effective programs are not comprehensively utilized because of time contraints in administering and presenting them. There have been numerous requests from the community to expand upon these services, e.g., Neighborhood Watch, truancy, drug education and traffic educa- tion programming. The addition of a Senior Deputy to the Moorpark staffing level would provide the wherewithal to provide pertinent, well organized law enforcement programs to the community. RESPONSIBILITIES Serve as staff to Parks and Recreation Commission: manage park construction and improvement projects,supervise landscape maintenance contracts, establish parks and recreation department including operation of Community Center and development and management of community recreation programs; serve as-code enforcement officer, administer contracts for transit,animal control and public works services, monitor cable T.V. franchises and provide administrative support to City Manager. REQUIREMENTS Bachelors Degree in Public Administration or related field and minimum of two years local goverment or other relevant experience. Possession of a valid California Drivers License. FILING DEADLINE August 31, 1984 at 5:00 p.m. ABOUT THE CITY Incorporated as a general law City in July 1983. Moorpark operates under the Council /Manager form of goverment with an annual budget of $2.1 million and population of 13,500.
