SUBJECT: ADOPTION OF A RESOLUTION OF COMMITTMENT TO IMPLEMENT
TRANSPORTATION CONTROL MEASURES CONTAINED IN THE 1982
AIR QUALITY MANAGEMENT PLAN
BACKGROUND:
The air quality in most urbanized areas of Ventura County does not
currently meet the federal and state requirements for ozone, which
is a colorless and odorless air pollutant affecting the young, the
old, and those with lung and other health problems. In 1982, the
Ventura County Board of Supervisors adopted an Air Quality Manage-
ment Plan to isentify measures which would lead to attainment of the
federal health standard for ozone. The plan identified controls on
industrial sources (stationary source controls), automobiles (vehicle
controls and transportation control measures), and other miscellaneous
sources (area source controls). The plan, with all of the adopted
measures, could not show attainment of the health standard in the
Moorpark and Simi Valley area. After adoption by the Board of
Supervisors, the plan was submitted to the State Air Resources Board
and the U.S. Environmental Protection Agency for their approval.
When the Environmental Protection Agency (EPA) issued its final
rulemaking on the 1982 Ventura County Air Quality Management Plan,
it noted that a major deficiency in the plan was the lack of commit -
tments from local agencies to implement transportation control meas-
ures. Failure to remedy this deficiency could result in Environmental
Protection Agency disapproval of the 1982 Plan and the imposition of
sanctions (witholding of grants for sewage plant upgrades, highway
construction, and air program funding).

As a means to secure the needed committments, a Resolution of Commit -
tment was developed by a special task force established by the Ventura
County Board of Supervisors in September 1983 to look at transportation
measures and implementation issues. Included on the task force were
private industry representatives and representatives from four cities,
the County, the State and EPA. The resolution responds to potential
concerns that implementation of transportation control measures be
contingent upon the availability of funds from federal, state and
local sources.
EPA has indicated that the resolution is acceptable and supports its
adoption by local cities and the County. To date, seven cities have
adopted similar resolutions which are expected to satisfy EPA re-
quirements. These cities, representing approximately 47 percent of
the county population, are: Camarillo, Fillmore, Ojai, Port Hueneme,
Santa Paula, Simi Valley and Ventura. If the resolution is adopted
by agencies representing at least 75 percent of the county population
the committments required by EPA's action on the 1982 Air Quality
Management Plan will be fufilled.
RECOMMENDED ACTION:
Adopt the attached resolution.
