SUBJECT: Moorpark Avenue Pedestrian Safety Project
(SB 821 Funds)
On October 24, 1985, sealed bids were received and opened
for the Moorpark Avenue Pedestrian Safety Project. Bids
submitted by Sully- Miller Contracting Company of Oxnard and
C.A. Rasmussen of Simi Valley. Sully- Miller Contracting
Company was the low bidder at $131,949.60. C.A. Rasmussen
submitted a bid in the amount of $185,875.21.
In May, 1984, the City was awarded a grant by the Ventura
County Association of Governments (VCAG)for $95,000 to
construct the subject improvements along Moorpark Avenue.
The City's application indicated that a matching amount of
$95,000 would be provided by the City through its Transit
Development Act funds. It is a requirement of the grant
that the project be completed within two years of its award.
Engineering services to provide construction administration,
inspection soils testing and construction surveying is
estimated to be $21,000. Engineering services for providing
design engineering for the Pedestrian Safety Project along
Moorpark Avenue was $19,435. This is a total project cost
of $172,385. The balance of $17,615 will be reserved for
construction of improvements within the Southern Pacific
Transportation Company right -of -way which has been defer-red
until right -of -way can be acquired. The balance of this
money should also be reserved as a contingency for any
unforeseen expenses and change orders outside of the City's
control.

Construction is tentatively scheduled to begin December 2,
1985. The contract completion deadline would be March 1,
1986.
Only two sealed bids were received. This is not unusual for
this type of project. The Moorpark Avenue Pedestrian Safety
Project involves extensive traffic control, coordination
with CalTrans and the property owners along Moorpark Avenue,
low volume of material such as asphalt and concrete,
coordination of utility relocations and extensive labor.
Potential cost overruns, prolonged construction periods and
minimum profit discouraged many contractors from submitting
bids. Accordingly, the City Engineer is satisfied with the
bid results. Sully- Miller is an experienced and reputable
firm qualified to perform the work outlined in the project
specifications, within the time required by the contract.
The City Engineer recommends awarding the contract to Sully -
Miller Contracting Company of Oxnard.
