GILLESPIE Chief of Police The proposed agreement is essentially the same as the Agreement in effect for the 1984/85 Fiscal Year. The following changes have been discussed by the staffs of the two cities and are recommended for inclusion in the Agreement: 1 • Paragraph 5 - requires notice within two (2) hours of any temporary or replacement vehicles 2. Paragraphs 7 and 8 - Hourly rate is decreased from $23.76 to $21.55 per hour, but the cities will pay for the fuel and oil. It is calculated to cost about the same to operate the program as in 1984/85. This is proposed to be a two (2) year agreement so a cost of living adjustment not to exceed 5% per year is provided. In paragraph 8, items a, b and c are provided at no cost to Moorpark. 3. Paragraph 9 - The insurance would decrease from $10 to $5 million. This is proposed to avoid substantial increase in rates. The City of Thousand Oaks has the $5 million limit in its bus service agreement for it's intra -City program. 4. Paragraph 12 - The cost of the service will be shared equally by the two cities. Previously this was split 43% Moorpark and 57% Thousand Oaks. This recognizes that contract administration is performed by Thousand Oaks and that a slight majority of ridership initiates in Moorpark as a result of the College. Moorpark may, in the future, add service along Tierra Rejada Road from Moorpark Road to Los Angeles Avenue without modifi- cation to the 50/50 cost sharing. 799 Moorpark Avenue Moorpark, California 93021 (805 ) 529 -6864 The Honorable City Council Page 2 August 14, 1985 5. Paragraph 20 - Term of the Agreement is for two years. This will save processing time, but does not preclude unilateral termination upon 30 days notice, pursuant to Paragraph 15. RECOMMENDED ACTION: Approve proposed Agreement for Moorpark Bus Service and authorize the Mayor and City Clerk to execute on behalf of the City. SK: ddb Attachment
