A necessary prerequisite for participation in the Community Development Block
Grant (CDBG) Program is preparation of a Housing Assistance Plan (HAP).
The attached report from the County of Ventura describes the purpose of the
HAP, as well as how the Department of Housing and Urban Development (HUD)
uses it to monitor housing goals under the CDBG Program.
The information needed for the HAP is similar to the data developed for the
City's Housing Element. In order to meet the September 20, 1985 deadline for
HAP submission to the County it is recommended that the City use the consultant
for the Housing Element to complete the required tables and related information.
This consultant, Michael Brandman & Associates, has submitted a proposal to
complete the HAP at a cost not to exceed $400.00.
RECOMMENDED ACTION:
Accept proposal from Michael Brandman & Associates for completion of the
Housing Assistance Plan at a cost not to exceed $400.00, and authorize Mayor
and City Clerk to sign on behalf of the City.

SUBJECT: CDBG ENTITLEMENT PROGRAM - -HOUSING ASSISTANCE
PLAN (HAP)
The purpose of this memorandum is to in crm each city of its
responsibility for preparing a Housin.; Assistance Plan (HAP)
as required in connection with the CD13G Entitlement Program.
At the July 12 meeting, County staff provided a brief overview
of the HAP and distributed copies of the require. HAP forms.
In summary, the purpose of the HAP is to 1) survey housing con-
ditions, 2) assess housing assistance needs of low and moderate
income households, 3) establish goals for the number of dwelling
units and lower income households to be assisted and 4) identify
general locations of proposed assisted housing for lower income
persons.
The HAP provides a basis upon which HUD approves or disapproves
assisted housing in the grantee's jurisdiction and against which
HUD monitors a grantee's provision of assisted housing and per-
formance under the CDBG Program.
In terms of specifying (quantifying) annual HAP goals, HUD in-
dicated that each city and the County should be realistic, con-
sidering funding availability and constraint-, at the Federal,
State, and local levels. With respect to actual numbers, HUD
indicated that a goal of 5% of the need per year or 12% - 15%
over the three year period is considered realistic.
Please be aware that the County will be required to submit all
HAP data to HUD on September 30, 1985. Therefore, the County
is requesting that each city prepare its respective HAP's and
submit them to the County no later than September 20, 1985.
