GILLESPIE Chief of Police The Ventura County Area Agency on Aging (AAA) has informed the City that its "Advisory Council" has recommended a grant award of $150,000.00 for the City of Moorpark. The "Advisory Council" recommendations were based upon findings of a Task Force that evaluated each of the grant applications. Our grant application request had been for $339,734.00. The City received an evaluation score of 84.16, which was the second highest score. The City of Fillmore, with a score of 85.16, was the highest ranked project. This recommended award is in the amount of $275,000.00. The recommendations for grant award will be considered by the Board of Super- visors. As required by the AAA, I have responsed in writing that the City will accept the recommended grant award. This acceptance was required to be submitted by October 2, 1985 for consideration by the Board of Supervisors on October 8, 1985. Acceptance of the recommended grant award does not preclude the City's right to appeal the "Advisory Council" recommendations. Any appeal must be filed by October 29, 1985. Staff is currently seeking information concerning the basis for and numerical ranking of each criteria that made up the evaluation score for each of the grant applications. This information is needed to evaluate the poten- tial for a successful appeal. It is probable that some of this information may not be made available. The AAA representative has indicated that an appeal would not jeopardize the currently recommended award. RECOMMENDATION That the City Council direct the Ad Hoc Senior Citizens Center Committee to evaluate whether an appeal should be filed, and report back to the City Council at the meeting of October 21, 1985. It is understood that the grant Task Force and "Advisory Council" of the Ventura County Area Agency on Aging established the subject recommendation. It is realized that the recommended award of $150,000.00 will require the City to modify the expenditures and scope of work proposed in our application. As also discussed with you, the City Council is considering whether to appeal the grant award recommended by the "Advisory Council". We will advise you of the decision prior to the October 29, 1985 appeal deadline. Your assistance and patience in reviewing the subject matters with me is most appreciated. House The Ventura County Area Agency on Aging Advisory Council recommendations for funding Senior Center Bond Act projects will be presented to the Ventura County Board of Supervisors for public hearing on October 8, 1985. Subsequent to the second hearing on October 15, the recommendations will be forwarded to the California Department of Aging. The final date for appeal is October 29, at 5:00 p.m. The funding recommendation for your project is enclosed. By 5:00 p.m. on October 2, please send our agency a statement either accepting or rejecting the recommended award and any contingencies. Rejected awards will be reallocated to the next eligible applicants, as a part of the Advisory Council recommendations. Contingencies of a technical nature, in preparation for submittal to the State, will be sent under separate cover. All applicants are to be commended for their efforts to improve the services and activity sites available to the elderly.
