GILLESPIE Cr ief of Police SUBJECT: Status Report on Rental Moratorium Urgency Ordinance BACKGROUND: On Thursday, February 14, 1985, staff held another meeting with the tenants of the Moorpark Villa Apartments to review the status of the current rent moratorium and to discuss alternatives available to them. Furthermore, we arranged to have a representative from the Ventura County Housing Authority at this meeting to further explain the Section 8 rental assistance program. Unfortunately, only two tenants attend the meeting, both of whom were already on the Section 8 program and /or certified as an eligible tenant. There are a total of 11 families (at the Moorpark Villa Apartments) who are either on the program or certified as an eligible tenant. According to Ventura county Housing Authority, there have been no new applicants, or they did not qualify under the Section 8 guide- lines. Thus, it appears the balance of the tenants are not eligible for Section 8 rental assistance, and that they are merely awaiting the action of the City.
