As part of the arrangement for the City Hall offices taking over a
portion of the Community Center, a like number of square feet was to
be built to replace it. About 2,400 square feet are currently used
for City Hall purposes.
As previously reported, the Senior Citizens Center Committee met on
December 18, 1984 to consider exclusive use of a portion of the pro-
posed Center expansion by the Senior Citizens organization. The con-
sensus of that Committee was that a modular building placed west of the
Center should be considered for this purpose.
The Committee also discussed use of the so- called "large meeting room"
(the area west of the City Hall offices with about 1,680 square feet).
for the Seniors. This was ciscussed when the add -on south of the
existing Center was discussed.
The cost estimates received for a modular building range from $38.00 to
$48.00 a square foot, including the necessary foundation. This would
include stucco exterior and Spanish tile roof at the higher end of the
cost range. 12' x 60' is the most common size unit quoted by the com-
panies contacted, but 10' and 14' widths and a 64' length are also
available. It could be placed and ready for occupancy in as little as
120 days from groundbreaking. Other necessary items, such as site
preparation, permits, utility connections and landscaping, were ex-
cluded from the cost estimates. A price quote for a kitchen similar
to the existing Center kitchen is expected to be received prior to the
January 16 meeting.

The City's commitment to replace the approximate 2,400 square feet
used for City Hall can be met by either the modular unit or the standard"
construction expansion. Other important questions are 1) how much area
to dedicate for use by the Senior Citizens, and 2) where to locate it.
I recommend that if a modular unit is used for the replacement area,
that the City Hall offices be placed in that unit. The advantages of
this are:
1. The Center can be returned to the same status as prior to
incorporation, with City Hall separate from Community Center
activities.
2. The planned sound wall on the west side of the current City
Hall offices could be eliminated or scaled back, with savings
of up to $5,000.00.
3. Modifications to air condition City Hall, including lowering
of the ceiling and equipment installation, would be saved.
4. The proposed remodeling of City Hall offices to create offices,
including some wall, could be avoided. An estimate of cost
savings is not avilable. The move to a modular unit would
permit a better layout for offices, lobby, vault and storage
areas, rather than adapting to an existing room.
5. The cost to provide a separate kitchen could be eliminated or
delayed until the extent of the Senior Citizens' use is known.
The existing kitchen could also be expanded by adding additional
appliances in lieu of new construction.
6. Additional restroom facilities could be eliminated or delayed;
however, I feel that whether City Hall remains where it is or
not, separate restroom facilities - should be available for the east
portion of the building.
The disadvantages to placing the City Hall in the proposed modular
unit are:
1. City Hall offices would be further from the entrance to the
Community Center complex, though public access should be about
the same.
2. City Hall may not be as compatible as the Senior Citizens Club
use with the proposed museum use adjacent to it.
3. There would be come inconvenience to the Seniors and others if
. tchen_facilirties are shared. Kitchen appliances should cost
about the same, whether in the existing Center or the proposed
modular unit.

Regardless of the decision of A) modular unit or add on to existing
Center or B) City Hall or Senior Citizens use of a modular unit, there
is
1) A need to modify the Conditional Use Permit for the
Community Center;
2) Provide additional Community Center parking; and
3) Retain services of an architect or designer to assist
in implementing the project.
RECOMMENDED ACTION:
1. Approve siting of modular unit west of existing building for use
as City Hall offices of approximately 2,400 square feet
2. Authorize appropriation of $4,000.00 for services of architect/
designer to prepare necessary plans and specifications to permit
bid for modular unit and necessary modifications of Community
Center to accommodate use by Senior Citizens Club_
3. Direct staff to secure a proposal for design and specifications
for parking lot addition_
4. Direct staff to prepare necessary action for consideration of
modification to the CUP.
