DENNIS DELZEIT City Engineer JOHN V. GILLESPIE Chief of Police The attached report from the City Engineer explains their request for an increase in rates, effective October 1, 1986. The last increase was approved effective September 1. 1985. If the increase in rates is authorized, effective October 1, 1986, it would be thirteen (13) months since the previous increase. The proposed increase in rates range from about 5% to 71% depending upon the classification. RECOMMENDATION Refer the matter to the Budget Committee for review and recommendation to the City Council. Dennis Delzeit, City Engineer RE) v DATE: September 29, 1986 SUBJECT: Amendment to Exhibit "A" (Schedule of Hourly Rates) Agreement for City Engineer Services • • %, @ • • The purpose of this report is to request an amendment to Exhibit "A ", which is the Schedule of Hourly Rates under the "Agreement for City Engineer Services ": On an annual basis, effective August 1st of each year, Willdan Associates, as a Company, amends its wage rates. The wage rates become effective August 1st in order to coincide with the Surveyor's Union adjustments which become effective August 1st. (Surveyors are the only personnel within the company that are unionized.) In order to establish wage rates for the remaining personnel in the company, Willdan hires an outside consultant to review wage rates within the profession for the purpose of assuring that the rates are competitive with other firms, and also to be sure that the wage rates within the firm will continue to attract qualified people. Willdan's contract with the City was last revised August 5, 1985. At that time, it was explained that due to the timing of the original contract, the City would always be charged at last year's rate instead of the current Company rate. Willdan is now requesting that the contract rates be revised to the rates which were in effect last year. Thus, the City would be charged at last year's rates instead of the current rates. It should also be noted that a few billing classifications have been changed or modified during the past year. The two main title changes are Associate Engineer and Public Works Observer which were formerly Project Engineer and Construction Observer, respectively. RECOMMENDED ACTION It is recommended that the City Council approve the amendment to Exhibit "A" (Revised October 1, 1986), to the "Agreement For City Engineer Services ". RDD:JFR:jg2 Encl. It should be noted that the foregoing wage rates are effective through July 31, 1987. The rate may be adjusted after that date to compensate for labor adjustments and other increases in labor costs.
