GILLESPIE Chief of Police Planning Commissioners Claffey and Hartley have requested approval to attend the 1986 Planning Commissioners Institute, to be held in San Diego March 12 through 14, 1986. Attached is the League Bulletin announcing the conference. Cost estimates for attendance is as follows: Registration $190.00 Lodging 275.00 Meals 150.00 Travel 280.00 TOTAL $895.00 In addition to the request by the two Planning Commissioners, I recommend that the Administrative Secretary for the Department of Community Development, Celia LaFleur, be authorized to attend. There are a number of sessions that would be beneficial to her development in this position. This an- nual meeting is attended by over 700 planners from throughout the state, making it a great place to learn or the innovations of other communities, as well as legal changes and tech- nical tools. This year's Institute will offer workshops for new planning commissioners, seasoned com- missioners, and planning staff. Some of the topics to be covered include: code enforce- ment techniques, alcoholic beverage control and planning, Teal world planning for small cities, environmental regulation update and a Mock Trial highlighting the legal implica- tions of planning decisions. A series of special workshops will help orient new planning commissioners. See the attached program outline for the array of workshops which will be covered. included in this year's Institute will be a series of Mobile Workshops featuring LCUCs to some of the San Diego area's innovative planning achievements. Descriptions of ti-.L-se workshops are included on the attached Preliminary Program. Every effort will be made to accofmnodate those who wish to participate in the mobile workshops, but we can't guarantee you a spot, since space is limited. Sign -ups for the mobile workshops will be on- -site at tha conference registration area and will be handled on a first -come, first - serve basis. At the Wednesday evening reception, there will be the traditional "Planners Symposium" -- an opportunity to exchange brief (one page) written descriptions of planning projects or policies in your city which might be of interest to other city officials. Please bring 100 copies to be set out at the Reception. Because the Institute has grown significantly over the last few years, we urge you to reg- ister and make your hotel reservations early. Spouses are welcome at the Institute, although no special program is planned for them. Information on sights and tours around the San Diego area which might be of interest to spouses will be available at the conference registration desk. You are encouraged to register in advance using the blue registration form attached. Please return the completed Advance Registration Form with a check or money order (please no purchase orders) in the appropriate amount to the LEAGUE OF CALIFORNIA CITIES, CONFERENCE REGISTRATION OFFICE, P.O. BOX 7005, LAFAYETTE, CA 94549, (415 -283- 2113) . TO PROCESS THE REGISTRATION, PAYMENT OF THE REGISTRATION FEE !MUST ACCOMPANY THIS FORM. At the bottom of the Registration Form is a questionnaire for those who plan to attend the meeting but do not wish to register in advance, which will help League staff determine the number of expected attendees and make appropriate arrangements. If you expect to attend, please fill out either the ADVANCE REGISTRATION SECTION (enclose payment) or the ATTEN- DANCE QUESTIONNAIRE SECTION, and return the entire form to the League's Conference Reg- istration Office by the deadline of Friday, February 28, 1986. The following registration fee, which includes programmed meal func- tions and program materials, will apply for the 1986 Planning Commissioners Institute: CITY OFFICIALS $95; NON -CITY PUBLIC OFFICIALS $105; NOAH- PUBLIC OFFICIALS $110. REGISTRATION FEE REFUND POLICY. Advance registrants unable to attend this meeting will receive a refund of the full registration fee, less a $10 processing charge, by submitting a written request to the LEAGUE OF CALIFORNIA CITIES, CONFERENCE REGISTRATION OFFICE, BOX 7005, LAFAYETTE, CA 94549. REQUEST FOR REFUNDS MUST BE RECEIVED BY MONDAY, APRIL At 1986. HOTEL RESERVATIONS. The Town and Country Hotel will provide meeting facilities for this Institute, and a sufficient number of rooms for all expected at the Institute will be held until Wednesday, February 19, 1986. When making your hotel reservations, please use the white HOTEL RESERVATION FORM attached which includes the single room rates of $58 Standard (Garden), $68 Superior (East Tower), $85 Deluxe (West Tower); and double or twin bedded room rates of $70 Standard (Garden), $80 Superior (East Tower), $97 Deluxe (West Tower). it you are planning to share a room with another city official, only one form with both r►arnes is necessary. After that date reservations will be on a space available basis. Reservations will be held until 6:00 p.m. unless guaranteed by first night room deposit of $65 or major credit card (American Express, Mastercard, Visa, Carte Blanche, Diners Club). Deposits are refundable if your reservation is canceled 48 hours prior to arrival; be sure to record your cancellation number. Check -in time is 3:00 p.m.; check- out is 12 Noon. Take I -5 to Inter- state 8 E1 Centro Exit (or 805 South to Interstate 8 West) to Hotel Circle exit. Free hotel parking. BY AIR. Lindbergh Field is served by United Airlines, PSA, Western, and Southwest. Shuttle bus service departs from airport every half hour; courtesy phone lo- cated at baggage claims area. Cost is $5 one way /$9 round -trip; taxi approximately $12. AIR FARES. United Airlines, official carrier for the 1986 Planning Commissioners In- stitute, is offering discount air fares for San Diego with 35% off unrestricted Y Fare or 40% off Y Fare requiring Saturday night stay. There is no advance ticketing restriction, but the number of discount seats is limited. Contact the convention desk of United Air- lines during regular business hours toll -free at 800- 521 -4041, or through a travel agent, and give the League of California Cities ID Code "756V." SPOUSES. There is no formal spouse program; spouses are most welcome to attend any of tlesessions, receptions, and meal functions. Meal tickets for spouses can be purchased at the League Reception Desk.
