As previously requested, we have met with the project
contractor, Sully- Miller Contracting Company, to review
their estimate for the extra work at the northwest corner of
Moorpark Avenue and High Street. The contractor's change
order quotation was not reduced. Attached is a copy of the
contractor's cost estimate for this work. A substantial
portion is the mobilization of the crews back to the
job site.
Since the original project is nearly complete, there
are minimal advantages for the City to use the same
contractor for the improvements at High Street and Moorpark
Avenue.
The City Council may wish to utilize the recently
adopted informal bidding procedures to obtain competitive
proposals from other-contractors.

The following options are offered:
1. Authorize Sully - Miller to construct the improve-
ments as described in the attached proposal.
(According to original City Council action, the
financing would be $8,388 City and $8,388
Velasquez) .
2. Solicit additional bids from contractors under the
new informal bidding procedures recently adopted
by the City Council. It is estimated that the
bids will range between $26,000 to $30,000.
3. Require the developer of PD -1048 (Valesquez) to
construct the improvements along Moorpark Avenue.

small bearing surfaces. Solvents will loosen asphalt.
