GILLESPIE Chief of Police As per your Councils' concern', the applicant has been requested to provide a perspective view from center -line on Los Angeles Avenue which will show the proposed building height above the existing wall. This will give your Council a clearer picture of what will exist when the proposed building is completed. Staff was further advised by the Planning Commission at its last meeting to ask City Council to reconsider its decision to raise the block wall because it could create a tunnelling effect on Los Angeles Avenue due to the fact that there is an existing approximately 8' wall on the south side of Los Angeles Avenue near Heatherglen. Furthermore, the building is set back from Los Angeles Avenue approximately 113' while the proposed parking lot area will be approximately 2' below sidewalk grade. The line of site from Los Angeles Avenue is expected to be above the doorways. Lastly, the landscaping plans will be reviewed by the Planning Commission, which was an additional condition imposed by them at the regular meeting. The applicant has indicated vertical landscaping (trees) wherever possible would be installed, which will mitigate visual impact on this proposed project.
