In response to the City Council's request, efforts have been
made to expedite the completion of the grading work on the
Kavlico project site. Enclosed are copies of letters from
the site archaeologist dated April 16 and April 22, 1986.
These letters summarize the status of the Indian artifact
findings on the site.
In addition to the foregoing, the following information is
provided:
1. Kavlico has agreed to remove the "cupule boulder"
to a sacred site in Mugu State Park but has not
done so yet.
2. Kavlico is resolving problems with CalTrans, the
Ventura County Flood Control District and the
Department of Fish and Game.
3.
Because of the timing of their building comple-
tion, it is not expected that the grading on the
slope area will resume for another two to three
months.

RE: Archaeological Site CA -VEN -786
Dear Mr. Pfortmiller:
This letter will summarize for you our preliminary evaluation of
the archaeological site, CA -VEN -786. The excavation assessment
of the site was completed on April 11, 1986. A total of six
controlled excavation units and 14 shovel tests were duct. In
addition the entire 56 acre parcel was surveyed.
The excavation indicated that the site is approximately 150 m
north - south, from the north end of the existing cut, by 100 m
east -west with a depth of 60 cm. A variety of artifacts and
flakes were recovered from both excavation and surface collection
and are now undergoing analysis. Approximately 2.8 g of charcoal
was recovered from one excavation unit and has been submitted for
radiocarbon dating.
The intensive survey of the project parcel resulted in the
discovery of a cupule boulder on the southeast side of the barrow
cut. Bulldozer scars on the boulder, soil on the sides of the
boulder and narrowness of the drainage in which it was found
indicates that it was originally within the area of the cut.
Cupule boulders in the Chumash area are known to have magical and
symbolic meaning. The presence of this feature suggest that the
archaeological site was the location of Native American
ceremonies. It is probable that this feature alone would be
adequate to make this site unique under the CEQA guidelines.
However, this determination cannot be made until after the
radiocarbon dating and analysis has been completed, which will
take approximately 30 days. If the site is found to be unique
futher work will be required. If it is not, no further work will
be necessary from an archaeological standpoint. In addition the
Native Americans will wish to have input into any mitigation
program that is proposed if the site is found to be unique.
Regardless of our evaluation they may wish to relocate the
boulder at some other spot.
In terms of the barrow area we do not see any reason that work
cannot continue as long as it does not affect the cupule boulder
or extant portions of the site. Specifically, this means that no
further cutting or grading should be conducted north of the
existing barrow area and that the cupule boulder not be moved
without consultation with the Native Americans and archaeologists
of our firm. If further work on the barrow pit would be hindered
by the location of the cupule boulder we would not object to its
careful relocation to another area of the project parcel or some
other locale as long as the Native Americans concurred.

RE: Survey of parking area and
and flood control channel
Dear Mr. Pfortmiller:
This letter will summarize our survey of the parking lot and
proposed flood control area west and north of the proposed
building lot on your parcel.
An intensive archaeological survey by two of our staff did not
identify any cultural resources in these areas. On the basis of
these negative findings we see no reason that work cannot proceed
as planned. More detailed explanations and description of the
survey will be included in our report of the investigations for
CA- SBA -786.
