PROPOSED ACTION
Extend the time for completion of the subject improvements
to June 25, 1987, and add the condition as discussed below.
BACKGROUND INFORMATION
Tracts 2865 -4, 5, 6 and 7 are located in the Peach Hill area
of the City. A vicinity map is enclosed -for reference.
On March 25, 1980 the County Board of Supervisors approved
the final maps for the tracts and entered into Agreements
with the Pacifica Corporation, formerly Hollyfed, Inc. for
the construction of public improvements including offsite
street improvements at Moorpark and Tierra Rejada Roads.
The agreements required completion of all the improvements
by June 25, 1981. Five time extensions have subsequently
been granted requiring completion of all improvements by
June 25, 1986.

The fee's for this time extension were not confirmed as
being paid until July 3, 1986. Due to the late
notification, this item was unable to be included on the
previous Council agenda.
In reviewing the timing of the construction of Tierra Rejada
Road through this tract in relationship to the tracts to the
west, (Tracts 3525, 3019, 4140, 4141, and 4142), I feel that
it is necessary to place an additional condition on this
development along with this time extension, to require the
developer to construct the south side of Tierra Rejada Road
in its entirety prior to occupancy of any units on the
south side of Tierra Rejada Road or prior to or in
conjunction with the improvements to Tierra Rejada Road
within the tracts to the west as previously mentioned.
This would assure that the south side of Tierra Rejada Road
would be fully constructed from the bridge over the Arroyo
Simi to Moorpark Road.
It should be noted that at the time of original approval by
the County, the street improvement plans required that
Tierra Rejada Road be constructed per the requirements of
the County Paveout Policy (the Tierra Rejada Road A.O.C. had
not been formed yet). This policy required construction of
curb, gutter, 8 -feet of sidewalk and 24 -feet of paving for
both the north and south sides of Tierra Rejada Road. This
meant that the City, at some later date, would have to
construct the additional 8 -feet of paving, the median curb
and 7 -feet of median. Funding of these improvements would
come from the City -wide Landscaping and Lighting Assessment
District (not covered under the Tierra Rejada Road A.O.C.) .
By placing the additional condition, mentioned above on the
development, we would be requiring the construction of the
full street improvements and the median (just as all of the
developments to the west have been conditioned to
construct) .
P_ review of this project indicates that the existing
improvement securities are adequate to guarantee completion
of the remaining subdivision improvements, including offsite
improvements to Moorpark and Tierra Rejada Roads.
Based upon the foregoing, the granting of this time
extension and the additional condition should not cause any
undue hardship to the public and will at the same time
facilitate the developer's orderly buildout of the project.

That the time for completion of subdivision improvements for
Tract Nos. 2865 -4, 5, 6 and 7 be extended to June 25, 1987,
and that the following condition be placed on the
development:
That prior to occupancy of any units on the
south side of Tierra Rejada Road or prior to or in
conjunction with improvements to Tierra Rejada
Road through Tracts 3525, 3019, 4140, 4141, and
4142, that the south side of Tierra Rejada Road
through Tract 2865 -5 be fully constructed per
plate B -2B.
