GILLESPIE Chief of Police On April 17, 1986 the City of Moorpark submitted an application to the Ventura County Association of Governments for a grant under SB -821 for construction of sidewalks, curb, and gutter for pedestrian safety along the north side of High Street, from Bard street to approximately 150 feet from Moorpark Road. This project application was for $76,750 and included the entire project scope noted in the above paragraph. The City of Moorpark's application ranked fourth in the application process and received a grant award of $20,877 to complete a portion of the project as submitted. It was decided at a recent City Council meeting to accept the grant award and pursue a portion of the original project. The City's grant award of $20,877, combined with the City's matching funds of $20,877 provides $41,754 for the pedestrian project on High Street. It is estimated at this time that this amount would be adequate to complete the improvements described for that portion of High Street from Bard Street east to Magnolia. As the City Council is aware, the City is currently planning a street overlay on High Street, per the Capital Improvements Program. This overlay project was to commence as early as August 4, 1986 in order to have the project completed before Moorpark Country Days which is planned for September 20, 1986. It was hopeful that the north High Street pedestrian improvements project could be completed at the same time as the overlay project, however it is estimated that the project design and bid process for the north High Street pedestrian project cannot be completed before the overlay project is to be completed. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 Honorable City Council July 16, 1986 Page 2 Although there are possible methods of implementing the SB -821 High Street Pedestrian project into the overlay project, such as a change order for contractor chosen to perform the contract, they would in all likelihood not be cost effective because of the types of work involved. In addition to the possible problems with the cost effectiveness of changing the present High Street overlay project plan, if the SB -821 project is included in the overlay project plan, whether performed by the contractor awarded the overlay project or another contractor, the entire project (overlay and pedestrian improvements) would probably be unable to be completed before Moorpark Country Days. As the City Council is aware there currently is a Downtown Study planned to be performed that will investigate alternatives for this area. Because this study will analyze parking needs of the area (such as parallel versus diagonal parking) and the proposed SB -821 project area, it may be in the City's best interest to nest purGtte the SB -821 project in conjunction with the High Street overlay project. RECOMMENDATION: To direct staff to proceed with the SB -821 High Street Pedestrian project at the time the Downtown Study has been completed.
