On June 27, 1986 the Kavlico Corporation submitted a revised
grading plan for both the parking lot area and the borrow site
area on their project. In reviewing the plans, we had some
concerns which we felt you should be informed of and to also
have the opportunity to provide us with your concerns prior to
the approval of the plans.
The following is a list of our concerns:
1. On the plans, it shows that the parking lot, which
originally was to be south of the building, is now being
moved to the west of the building and further away from Los
Angeles Avenue. By moving the parking lot into this
position, the grading operations will effect some scrub oak
trees and other trees which are located west of the
building. We feel that prior to signing of the plans,
removal of any oak trees or any other trees shown on the
plans, approval of the Planning Director shall be obtained
because of the concerns raised in the EIR.
2. Because of the delays thus far with the grading of the
borrow site area we feel that all grading on the borrow
site west of the Happy Camp Creek should be completed within
six weeks from the date of approval of the plans or prior to
occupancy, whichever occurs sooner. Also within this six
week period, we will require that the first hydroseeding
application be applied including all necessary irrigation
systems to guarantee plant establishment.
3. It is our understanding that there have been some delays
with Southern California Edison moving power poles in the
borrow site area, therefore causing delays in the final
grading of the borrow site. We are requiring that the

grading operations shall not be delayed beyond the six week
period previously mentioned due to the non - removal of the
power poles within the borrow site area.
4. Because of both the location of the borrow site and
the
extent of grading which will occur on the borrow site,
we
feel that the final graded slopes
should imitate
the
surrounding natural slopes as much as
possible. Therefore,
we are recommending that all slopes be
reviewed by both
the
City Engineer and the Planning
Director prior
to
hydroseeding to insure that they conform with the contour
grading and undulations as shown on
the approved grading
plans. Any slopes not meeting these
requirements shall
be
reshaped to the satisfaction of both
the City Engineer
and
the Planning Director.
The above items represent the majority of the concerns found
while performing the first plan check of the revised grading
plans. As mentioned previously, we welcome your input and would
be happy to incorporate any of your concerns in the plans.
