SUBJECT: Agreement to Construct Improvements and Approval
of Final Map No. 4170 (U.S. Condominium)
BACKGROUND INFORMATION
The subject tract is located in the Campus Park area in the
City of Moorpark. A location map in enclosed for your
reference.
The final map represents the subdivision of 27.4 acres into
66 lots for the development of single - family units.
On November 16, 1983, the City Council approved and ratified
the project as originally approved by the County of Ventura
(TR 3070 -5). However, conditions of the Resolution of
Approval influenced lot configuration, topography,
circulation and the number of lots. Subsequently, the
developer revised the subdivision layout and submitted a new
subdivision map (Tract 4170).
This revised tentative map was approved by the City Council
on February 3, 1986. The conditions of approval for the
tentative map have been satisfied and all the requirements
precedent to recordation have been fulfilled.
The tract is being developed by U.S. Condominium
Corporation and will be provided water and sewer services by
the Ventura County Water Works District No. 1.
Included in this submittal is the Final Map, the Agreement
for Construction of Subdivision Improvements, and the
Subdivision Sewer Agreement.

When the original tract (3070-5) , was submitted to the
County of Ventura, improvement plans were signed and bonds
were posted. Bonds for Tract 3070-5 have been kept current
for amounts as originally approved by the County of Ventura.
Because Tract 3070-5 was never constructed and because Tract
4170 is a modification to the original tract, with
subdivision improvement costs being reduced from the
original submittal (fewer lots) , we feel that it is
appropriate that the City Council authorize a reduction of
the bonds which are currently posted for Tract 3070-5 to
such an amount that they would cover all appropriate
improvement costs for Tract 4170 . The bond amounts as
orignially approved and the suggested revised bond amounts
are as follows:

RECOMMENDED ACTION
- Approve the final map for Tract 4170 and authorize
the Mayor to sign the title sheets accepting for public
use the right-of-away for all streets, the rights for
ingress and egress to Campus Park Drive, and the
easements for public service purposes and storm drain
purposes as shown on the map.
- Authorize the Mayor to sign the Agreement for
Construction of Subdivision Improvements and the
Subdivision Sewer Agreement and direct the City Clerk
to retain the original Agreements and return an
executed copy to the developer and Surety Company.
- Authorize the reduction of the existing bonds to the
new amounts previously noted.
