SUBJECT _ Authorization to apply for California Parklands
Act of 1986 Funds
Background:
The City of Moorpark is eligible to receive $42,000 under
the above grant. Staff in their presentation to the Parks
and Recreation Commission recommended the funds be applied
to the Community Center Rehabilitation Project. These
monies are available for 100% funding on all projects other
than acquisitions which require a 25% match by the applying
City.
The scope of the proposed project presented to the Commissioners
included the reroofing of the Community Center, and the instal-
lation of the previously budgeted Air Conditioning.
In discussing this project with the State, after the Parks
and Recreation Commissions review and recommendation, staff
found that the funds were not reimbursable and no work on
a proposed project could begin until Grant approval on
July 1, 1986.
Staff would like to emphasize that approval is necessary so
staff may meet the application deadline of December 12, 1986. -
Approval of the attached resolution will insure the City of
receiving the grant funds in 87/88. It does not mean that the
scope of the project cannot be changed at a later date. This
option is available at anytime to Council.
Staff -still feels that the grant funds should be allocated to
the Community Center Rehabilitation Project. This will allow
staff time to review reroofing alternatives and review the
$16,000 increase in Air Conditioning installation costs; thereby,

insuring the most cost efficient approach to the project.
This will also allow us to avoid reroofing the Community
Center during the rainy season. While this will delay
the project's start until July 1, 1987 staff feels that this
is still the most viable project -to be considered.
An option open to Council, if they wish to install the -Air
Conditioning unit this 86/87 Fiscal year as budgeted, would
be to appropriate an additional $20,000 from either the Park
Improvement Fund or General Fund.
Attached is a proposed project overview with estimated costs
and some additional comments.
Recommended Action:
Since the Commissioners were left with the impression that
the project was to begin in late January or early February
and it cannot per the conditions of the grant, staff would
request the following action by Council:
1. Approve designation of the Community Center Rehabilitation
Project for funding under the California Parklands Act of
1986, thereby insuring funding in 87/88.
2. Direct staff to return to the Parks & Recreation Commission
upon completion of review of project alternatives to allow
the Commission additional review and Comment concerning
the Community Center Rehabilitation Project.

A r(,vic,w of the eligibility of all local government units to receive Proposition 43
gr<.1nt funds has been completed and the allocated amounts to each eligible city, county
drld :special district has been set according to provisions of the Bond Act.
Th(, full allocation, under this grant program, to your jurisdiction is $42,000.

(ind have your governing body authorize the application for grant funds. Use the sample
resolution attached. The application deadline for funds available to you in Fiscal
Yeor 1987/88 is December 12, 1986. Additional information on individual projects will
I)(, requested of you within the next few months. Such information will be outlined in a
procedural guide that will be sent to you soon. You should bear in mind the following:
I. (;rant funds may be expended only for land acquisition, development or rehabilitation
of perk, recreation or historical facilities. Operation and maintenance expenditures
are not. authorized.
2. Funding is available for a three -year period. Commencing in 1990 -1991, any unencum-
herod funds in your allocation are subject to appropriation by the Legislature for
projects of highest priority statewide. Small and mid -size agencies may wish to
,lpply for all of their funds in a single year; large agencies with a commensurately
Iarge allocation may wish to schedule their applications and projects over the
three -year period.
3. Annual grant: appropriations are included in the Budget Bill and are acted upon by
the Legislature. The Governor's Budget will publish the amount allocated to each
Jurisdiction (amount you request for a given year).
4. All grant funds are subject to audit. Keep accurate records in a separate account.

RESOLUTION NO:
A RESOLUTION OF THE -CITY COUNCIL OF THE CITY OF
MOORPARK APPROVING=THE APPLICATION FOR GRANT
FUNDS UNDER THE COMMUNITY PARKLANDS ACT OF
1986 FOR THE COMMUNITY CENTER REHABILITATION
PROJECT.
WHEREAS, the people of the State of California have enacted
the Community Parklands Act of 1986, which provides funds -to the
State of California and its political subdivisions for acquiring
and developing facilities for public recreational and historical
purposes; and
WHEREAS,' said procedures established by the State Department
of Parks and Recreation require the applicant" to cextify by resolution
the approval of application(s) before submission o.)�F. said application(s)
to the state; and
WHEREAS, said application(s) contain assurances that the
applicant must comply with; and
WHEREAS, the applicant agency will enter into an agreement
with the State of California for acquisition, development, rehabilitation
or restoration of the projects,(s);
NOW,THEREFORE, BE IT RESOLVED that the City Council hereby:
1. Approves the filing of an application for Community Parklands
Act of 1986 state grant assistance for the above project(s); and
2. Certifies that said agency has or will have sufficient funds to
operate and maintain the project(s); and
3. Certifies that said agency has or will have sufficient funds to
operate and maintain the project(s); and
4. Certifies that said agency will complete the project(s) within
three years from date of approval by the state; and
S. Appoints the City Manager as agent of the City of Moorpark to
conduct all negotiations, execute and submit all documents
including but not limited to applications, agreements, amendments,
payment requests, and so on, which may be necessary for the
completion of the aforementioned project(s).
