GILLESPIE Chief of Police The City Engineering staff' recently met with school district representatives regarding parking and pedestrian safety concerns in the vicinity of Flory Elementary School. Various measures were discussed and it was agreed to submit for Council approval the measures listed under Recommended Action. RECOMMENDED ACTION Adopt Resolution 86- • , authorizing the following: 1. Installation of a "STOP" sign on the south leg of the intersection of Flory Avenue at Third Street. 2. Establishment of a restricted parking zone along Third Street. The zone is to be posted "BUS ZONE, NO STOPPING 7 A.M. - 4 P.M. WEEKDAYS" (as shown on the attached Exhibit "A "). 3. Establishment of a 50 foot yellow loading and unloading zone on Third Street as shown on the attached Exhibit "A ". 4. MOORPARK, CALIFORNIA City Courttii mdatinp of by _ RDD: PD: go Encl. cc: Ron Wilson, Construction Observer Lyle Richardson, Moorpark School District RESOLUTION NO. 86- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, AUTHORIZING THE PLACEMENT AND MAINTENANCE OF VARIOUS TRAFFIC CONTROL DEVICES IN THE VICINITY OF FLORY ELEMENTARY SCHOOL. WHEREAS, Section 21351 of the California Vehicle Code authorizes the City to place and maintain or cause to be placed and maintained, such appropriate signs, signals, or other traffic control devices as may be necessary properly to indicate and carry out the provisions of the Vehicle Code or local traffic ordinances or to warn or guide traffic; WHEREAS, an engineering analysis has been conducted concerning the existing traffic controls at the subject location, as shown on the map attached hereto and designated as Exhibit "A "; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That a "STOP" sign shall be placed and maintained on the south leg of the intersection of Flory Avenue at Third Street (refer to Exhibit "A ") requiring northbound traffic to stop before proceeding through the intersection. SECTION 2. That a restricted parking zone along Third Street shall be established and posted "BUS ZONE, NO STOPPING 7 A.M. - 4 P.M., WEEKDAYS" (refer to Exhibit "A"). SECTION 3. That a fifty foot loading and unloading zone along Third Street shall be established (refer to Exhibit "A"). SECTION 4. That a legend stating "Loading and Unloading" shall be painted on the existing yellow curb along Flory Avenue (refer to Exhibit "A"). SECTION 5. That a yellow crosswalk shall be established across the east leg of the intersection of Third Street at Flory Avenue (refer to Exhibit "A"). SECTION 6. That the existing yellow crosswalk across the south leg of the intersection of Flory Avenue at Third Street shall be repainted (refer to Exhibit "A"). SECTION 7. That the City Manager is hereby directed to provide for the installation and maintenance of the appropriate signs and markings for the zones identified hereinabove. PASSED AND ADOPTED this 2nd day of September, 1986.
