S U B J E C T : GRIMES CANYON ROAD - PAVEMENT RECONSTRUCTION AND SHOULDER REPAIR
At the adjourned meeting of March 11, 1987, the City Council approved several
modifications to the contract with Slurry Seal of California. The modifications
consisted of several items of additional work. Repair work to Grimes Canyon
Road was an item on which a bid amount was obtained, but subsequently, not
recommended for inclusion in the amended scope of work. The reason for that
recommendation was that the bid exceeded the Engineer's estimate.
Since the March 11, 1987 meeting, City staff has worked with Slurry Seal of
California to reduce their bid for this work. The original bid of $54,667
has been reduced to $53,085 for the least costly of the three (3) repair
options. The revised amount includes $2,200 for the additional surety bond
for this work. Applicable laws do not allow us to waive the bond requirement
for this work. (Note - The original revised bid was $50,885). In addition,
the Engineer's costs for contract administrator and inspection would total
$4,294 for the Grimes Canyon Road repair. The City Engineer had estimated
the cost of the work as $45,000 without the need for additional surety bonds.
As indicated in a previous report by the City Engineer, the condition of the
pavement is quickly deteriorating. I recommend we add this work to the contract
with Slurry Seal of California. This will require an additional appropriation.
As previously reported, there is about $700,000 in available road funds.
A copy of the contractor's bid work sheet and engineer's costs are attached.
A summary of the proposed work is as follows:

RECOMMENDED ACTION:
1. Approve the addition of the Grimes Canyon repair work to the contract
with Slurry Seal of California in an amount not to exceed $53,085 and
a construction contingency not to exceed $1,061.
2. Approve additional administration and observation services by the
City Engineer not to exceed $4,294.
3. Authorize an appropriation in an amount not to exceed $58,440 from the
Gas Tax Fund for the referenced item of work.
