VENTURA COUNTY AREAS OF INTEREST, SPHERES OF INFLUENCE, AND GREENBELTS
BACKGROUND
Questions have been raised recently as to what the above items
pertain to and what the boundaries are (see attached maps). The Local
Agency Formation Commission ( LAFCO) has jurisdiction over proposed
amendments to any of these areas.
1. Area of Interest
The southerly portion of the County(below the Los Padres
National Forest) is divided into fourteen (14) areas of
interest. Each "area" has been determined on the basis of
geographic areas reflective of community and planning identity.
Within each Area of Interest, there should be no more than one
city (but there will not necessarily be a city in each Area).
Areas of Interest also serve as planning referral boundaries for
the County Planning Department.
2. Spheres of Influence
Within each Area of Interest is a "sphere of influence" if an
incorporated city exists within that area of interest. A plan
adopted by LAFCO designates the "probable, ultimate boundaries"
of each city or special district. The adoption of Spheres
of Influence is required by Section 56425 of the Government
Code. At incorporation it was determined by LAFCO that the
sphere of influence would be coterminous with the city boundary.

3. Greenbelts
The Council is aware that Moorpark, Thousand Oaks, and Simi
Valley all abutt the Tierra Rejada Valley Greenbelt and that an
agreement was signed between the three cities and the County to
maintain this area as open space and further, to agree that none
of the three cities would attempt annexations in the greenbelt.
The Tierra Rejada Valley Greenbelt is approximately 1,400 acres
in size.
The Council will recall that earlier this year on March 4, 1987
it approved an amendment to the Tierra Rejada Valley Greenbelt
by deleting an 18.6 acre portion at the southeast corner. The
two other cities as well as the County had already approved this
deletion as well. LAFCO is aware of the Council's interest to
add an equivalent amount elsewhere within the greenbelt.
The Tierra Rejada Valley Greenbelt is the smallest of five (5)
such greenbelt agreements in the County. Others are the
Oxnard /Camarillo greenbelt the Santa Rosa Valley Greenbelt
(between Camarillo and Thousand Oaks), Ventura /Santa Paula
Greenbelt and the Santa Paula /Fillmore Greenbelt.
Robert L. Braitman, Executive Director of the Ventura County LAFCO
will be in attendance at the Council's September 2, 1987 meeting to
help answer any questions the Council may have.
