B. Tierra Rej•a-da Road -anal Bridge-Project 'Consider the :acceptance
of a Quitclaim Deed for storm.drains� and emba- nkment slopes from
the County o.f•Ventura. Staff Recommendation: Accept the deed
and authorize the City Clerk to. execute the necessary
documents.

portion of the Agenda, unless it is a Public Hearing item. Speakers who wish
to address the Council concerning a Public Hearing item must do so during the
Public Hearing for that item. Speaker Cards must be received by the City Clerk
prior to the Call to Order of the meeting. Speakers will be heard in the order
that their Speaker Cards are received. A limitation of 3 minutes shall be
imposed upon each speaker.

Parking Any Time" zones within and adjacent to various
developments. Staff Recommendation: Approve the proposed
resolution.
D. Resolution No. 87 - A resolution authorizing the
installation of stop signs for various developments. Staff
Recommendation: Approve the proposed resolution.
E. Resolution No. 87 - A resolution adopting Rules of
.Procedure. for Council Meetings and related functions and
activities: Staff Recommendation: Approve the proposed
resolution.
F. A staff report concerning which decision making body has final
approval for development projects_. Staff Recommendation:
Receive and file this information.

A .status report concerning PD -1050 (Clare Short) and pepper
trees along -Spring Road and building elevations. Staff
Recommendation: ..Receiv.e and.file. the report.

A_ report concerniriq speed limit pavement. markings on the
surface of several city streets. Staff Recommendation:

Consider a request for funds for the purchase of office
equi mp ent. Staff Recommendation: Authorize the appropriation
necessary for the purchase.

Consider, approval of a City Manager "approved maintenance
agreement for certain office equipment: Staff Recommendation:
Authorize the City Manager to execute the agreement on behalf
of the City:• ..
K.
Consider the purchasing copies pictures ' taken. of
Councilmembers for display in the East Valley Division Station
of the Sheriff's Department, and consider displaying pictures
of past_and present Counci_lmembers in the Council Chambers.
Staff Recommendation: Approve the purchase and authorize staff
to begin a display in the Council Chambers.
L. Approval of time and materials negotiated contracts with
Sully - Miller Contracting Company for the rubberized railroad
crossing work. Staff Recommendation: Approve and authorize
the City Manager to execute the contract.
M. Consider authorizing_ the sale of the recently_ adopted Moorpark
Central City Master_Drainage Stuff at a cost of $15. Staff
Recommendation: Approve the sale of the study.

Consider an appeal of an administrative decision concerning
Structural Concepts of California, Inc., (DP -302). Staff
Recommendation: Determine the appropriateness of the decision
and either uphold, modify or deny the appeal.
B. Planned Development Permit No. 1062 - Embassy Group, Inc.
Requesting approval to construct a 31,560 sq. ft. commercial
neighborhood shopping center on the northwest corner of
Moorpark Road and Tierra Rejada Road. Staff Recommendation:
Approve the project with conditions. Planning Commission
Recommendation: Deny the project.
C. Planned Development Permit No. 1063 - National Convenience
Stores. Requesting approval to construct a 3,090 sq. ft.
convenience store with gasoline sales located on the northwest
corner of Moorpark Road and Tierra Rejada Road. Staff
Recommendation: Approve the project with.conditions. Planning
Commission Recommendation: Deny the project.
D. Consider an appeal-concerning Land Division -Moorpark No. 11
.-Embassy .Group;..' Inc. Reque- sting approval to .subdi -vide a .4.47.
acre site into two (2) lots,-located on the northwest corner of
'Moorpark Road and Tierra Rejada Road.- Staff Recommendation:
Approve the subdivision with conditions. Planning Commission
Action: Denied the requested subdivision.
E. Residential Development Management System. Consideration of a
draft Residential Development Management System so as to
implement Measure F -(a ballot measure limiting the number of
residential dwelling units to be constructed - within a calendar
.year)'.
10. - COMMENTS FROM COUNCILME BERS:
A. Consider appointing an alternate to tile' Countywide Plann-ing
Program Advisory .Committee,. This vacancy occurred due to the
resignation of the current alternate.- (Continued from the July
29, 1987 meeting.)
11. DISCUSSION/ACTION ITEMS:
A. Consider aw_a_rding the Senior Citizens Center contract for
construction of the 3,456 sq. ft. facility. Staff
Recommendation: Award the contract. (Continued from July 29,
1987; Item 11.P. and August 5, 1987; Item 11.D.)

B. Consider approving the North Meadows Park one year maintenance
agreement with Urban West Communities. Staff Recommendation:
Authorize the Mayor to execute the agreement on behalf of the
City. (Continued from July 29, 1987; Item 11.N.; and August 5,
1987; Item 11.B.)
C. 1986/87 Slurry Seal Program additional appropriation. Staff
Recommendation: Authorize additional appropriation from Gas
Tax Fund in the amount of $4,500.
D. Consider the options of assisting the Moorpark Chamber of
Commerce in this year's Country ' Days Dance.. Staff
Recommendation: Give staff direction as deemed appropriate.
E. Confirm approval for City participation in the Community
Brochure prepared in conjunction with the Moorpark Chamber of
Commerce. Staff Recommendation: Authorize participation and
payment of the balance of funds.
F. Consider a request by the De__sign Standards Committee to. adopt
their 'proposed Charter for the Design 'Standards Committee.
Staff- Recommendation: Give staff direction- as deemed
appropriate.
G. Consider a request from Urban West Communities to reconsider
your August 5, 1987 decision c_oncerninq the tennis courts at
South Meadows Park Staff Recommendation: Give staff
direction as deemed appropriate.
H. Consider possible simultaneous construction of traffic signals
at the - intersections of _ Poindexter Avenue /First . Street and
Moorpark Avenue, and High Street and Moorpark Avenue. Staff
Recommendation:. Give staff appropriate direction to proceed.
I. Re•solUtion No. 87 Consider a resolution delegating
the responsibility of-defense of a litigated case to the County
of Ventura. Staff Recommendation: Approve the proposed
resolution.
J. Consider rescission or modification of the Parks and Recreation
Commission's review of private recreation facilities. Staff
Recommendation: Direct staff as deemed appropriate.
K. Consideration of City's response to the draft Environmental
Impact Statement for the 118/23 Freeway Connection and
Alternative Alignments. Staff Recommendation: Direct staff as
deemed appropriate.
L. Consider a request funds to support the Senior
Surviyalmobile Program. Staff Recommendation: Authorize an
expenditure not to exceed $400.

M. Consider the establishment of a Community Center Advisory
Committee. Staff Recommendation: Direct staff as deemed
appropriate.
N. Consider the appropriation of funds for the Redevelopment
Feasibility Study and loan to the Redevelopment Agent. Staff
Recommendation: Authorize the appropriation of $55,000 from
the General Fund Reserve and loan to the Redevelopment Agency.
0. Consideration of the initial development phase for the
Community Park. Staff Recommendation: Direct staff as deemed
appropriate.
P. Consider modification of the method of compensation for the
City Commissioners. Staff Recommendation: Direct staff as
deemed appropriate.
Q. Consider the location of the equestrian /bike trail to be built
as part of PD -1010 (Palmer) and the time the improvements will
be made.. Staff Recommendation: Construct the trail adjacent
to the tennis court and basketball court, and hold on deposit
monies necessary to complete the proposed trail.
R. Consider the establishment of priorities for City projects and
responsibilities. Staff Recommendation: Direct staff as
