A_ Approval of Warrant Register:
Prepaid Warrants No. 5711 - 5729 $108,289.61
Payable Warrants No. 5730 - 5793 $123,923.31
B. Consider a request from the Director of Community Development
to use contract planning services for the processing. of LDM -10
and DP 393 through DP 404: Staff Recommendation: Approve the
contract with Sanchez. Talarico Associates and authorize the
Mayor'to"sign the agreement on behalf of the City.
C. Consider a Grading Bond reduction for Tract 3070 -4 .(U.S.
Condominium). Staff Recommendation: Authorize staff to reduce
the Grading Bond to.$307,000.
D. Consider a report concerning__sidewalk widths on Williams Ranch
Road. Staff Recommendation: Receive and file the report.
Any member of the public may address the Council during the Public Comments
portion of the Agenda, unless it is a Public Hearing item. Speakers who wish
to address the Council concerning a Public Hearing item must do so during the
Public Hearing for that item. Speaker Cards must be received by the City Clerk
prior to the Call to Order of the meeting. Speakers will be heard in the order
that their Speaker Cards are received. A limitation of 3 minutes shall be
imposed upon each speaker.

E. Consider a report concerning construction of a new east -west
street south of Broadway. Staff Recommendation: Receive and
file the report.
F. Resolution No. 87- A resolution finding and declaring
certain private roads in Tract 3963 -1 (Griffin Homes) subject
to the California Vehicle Code. Staff Recommendation: Approve
the proposed resolution.
G. Resolution No. 87- A resolution finding and declaring
certain private ._roads in Tracts 4140, 4141, and 4142 (Urban
West Communities) subject to the California Vehicle Code.
Staff Recommendation: Approve the proposed resolution.
H. Consider a traffic signal warrant study at the intersection of
Moorpark Avenue (S R 23) and High Street. Staff Recommendation:
Receive and file the report.
I. Consider an agreement with Book Publishing Company to codify
the City's municipal code. Staff Recommendation: Approve the
contract and authorize the Mayor to sign on behalf of the City.
J. Review of the Summer Recreation Report. Staff Recommendation:
Receive and file the report.
K. Review of a status re oprton_ the landscaping_roject_ for _the
southwest corner of S rin Road /Peach Hill Road. Staff°
Recommendation: Receive and file the report.
PUBLIC HEARINGS:
A. Public Meeting concerning the proposed sale of 5.4 acres of
land to Varsity Park Estates (formerly known as U.S.
Condominium Corporation).-. Staff Recommendation: Accept - public
comment on the matter and direct staff as deemed appropriate.
B. Consider the proposed impact report regarding the conversion of
the Angeles Trailer Park to a commercial use and applicant's
request for a_90 -day extension of the entitlement hearinq.
Council closed the Public Hearing on October 7, 1987, but
deferred action.) Staff Recommendation: Direct staff as
deemed appropriate.

11. DISCUSSION/ACTION ITEMS:
A. Further consideration of the Tree Removal Project bids. Staff
Recommendation: Award the bid. (Continued from October 14,
1987, Item 11.G.)
B. Consider an agreement to allow the occupancy of DP 302
American Products) without meeting one condition of ap rpoval
and to defer the completion of the condition until August 1988.
Staff Recommendation: Approve the proposed agreement subject
to conditions and modified as deemed appropriate by the City
Council.
C. Consider a report regarding Cloverdale Street proposed name or
address change. Staff Recommendation: Consider alternatives
presented and direct staff as deemed appropriate.
D. Consider elevation changes in Tract 3963 -3 (Griffin Homes).
Staff Recommendation: Approve the proposed elevation changes
within Phase 3 of Tract 3963.
E. Consider the establishment of priorities for City projects and
responsibilities. Staff Recommendation: Give staff direction
as deemed.appropriate. (Continued from September 2, 1987, Item
11.F.; September 16, 1987, Item Ii.B., October 7, 1987, Item
11.D.; and October 14, 1987, Item 11.D.)
F. Consideration of a process for considering a change t_o the wall
loan for _ a Residential Planned Development. Staff
Recommendation: Direct staff as deemed appropriate.
G. Consider an Award of Contract for the conceptual design for the
69 -acre community park to B.S.I.. Consultants, Inc.. . Staff
Recommendation: Award the contract to B.S.I. Consultants, Inc.
in an amount not to exceed $27,000.
H. Consider a report of an analysis of inspection costs for Peach
Will Park Construction Project. Staff Recommendation: Direct
staff as deemed appropriate.
12. ORDINANCES:
A. Ordinance No. 91. A proposed ordinance amending Measure F, an
ordinance establishing a residential development management
system of the City of Moorpark, relative to the annual
residential development allotment for calendar year 1986.
Staff Recommendation: Approve the ordinance for second reading
and adoption.
B. Ordinance .No. A proposed ordinance amending Chapter
2.06 of Title 1 of the Moorpark Municipal Code, relating to the
resignation of Commissioners. Staff Recommendation: Approve
the ordinance for first reading and introduction.
