B. Resolution No. 87- A proposed resolution approving
Conditional Use Permit 4508 (Grace Chapel) approving a 'church
and day care center with conditions. Staff Recommendation:
Adopt the proposed resolution.
C. Resolution No. 87- A proposed resolution authorizing the
installation of stop signs at various locations throughout the
City. Staff Recommendation: Adopt the proposed resolution.

Consider the use of the Communi_�y_ Center for City Staff
Christmas Party. Staff Recommendation: Authorize the use of
the facilities.
G. Consider a reimbursement for the Science Drive Traffic Signal.
Staff Recommendation: Authorize the reimbursement to Cabot,
Cabot, and Forbes for $47,551.50 and return of the Letter of
Credit to Southmark.
H. Consider the acceptance of mone —and d_e_signation of new fund
for bike /equestrian trail purposes. Staff Recommendation:
Accept the money and designate the new fund.
I. Consider the formation of a Community Center AdVisory Council.
Staff Recommendation:' Direct staff as deemed appropriate.

B. Consider the approval of a resolution finding` and. declaring

2110.7.5_. Staff Recommendation: Approve Resolution No.
87- (Continued from October 21, 1987, Item 8.G.;

October 30, 1987, Item 9.A.)
C. Consider vesting Tract Nos. _4340,_ 4341, and 4342L_Planned
Development Permit Nos. 1070 71 10 and 1072�and Zone Chanqe
Nos_ 2815 , 2816 _and 2817, West _Village (Urban _West
Communities. The applicant is requesting approval to
subdivide the subject property into 499 single family lots and
five recreation lots as follows: Tract 4340, 166 lots; Tract
4341, 154 lots; and Tract 4342, 179 lots. The project is

located adjacent, north and south of Tierra Rejada Road between
Walnut Creek Road and the north terminus of Tierra Rejada Road
at the Arroyo Simi. Planning Commission Recommendation: Deny
the entitlement requests without prejudice. Staff
Recommendation: Approve with conditions. (Continued from
October 28, 1987, Item 9.C.; and continued from October 30,
1987, Item 9.C.)
D. Appeal of a Development Plan Permit No. 390 and Conditional Use
Permit No. 4507 (Sig Friedman) regarding the construction of a
-9,847 square foot industrial building including an automotive
repair and incidental retail sales of automotive parts.
Located on the northwest corner of Los Angeles Avenue and
Goldman Avenue. Staff Recommendation: Take action as deemed
appropriate.
E. Appeal of a Planned Development Permit No. 1066 (Leonard
Liston ) regarding the construction of a 9,000 square foot
automotive service center and a four stall coin operated car
wash. Located on the west side of Park Lane Avenue
approximately 180 feet south of Los Angeles Avenue. Staff
Recommendation: Take action as deemed appropriate.
F. Planned _ Development_ Permit No. _1065_ _ (Colin Velazquez)
v requesting approval of a 27,466 square foot automotive center
(10,102 square feet of service bays and 9,356 square feet of
retail space) located on the south side of Los Angeles Avenue
(250 feet west of Park Lane Avenue). Staff Recommendation:

A. Ordinance No. 91. A proposed ordinance amending Measure F, an'
ordinance establishing a residential development management
system of the City of Moorpark, relative to the annual
residential development allotment for calendar year 1986.
Staff Recommendation: Approve the ordinance for second reading

8. Ordinance No. A proposed ordinance amending Chapter
2.06.of Title 1 of the Moorpark Municipal Code, relating to the
resignation of Commissioners. Staff Recommendation: Approve
the ordinance for first reading and introduction. (Continued
