Minutes of the Special Meeting of May 6, 1987. 2. Minutes of the Regular Meeting of May 6, 1987. 3. Minutes of the Adjourned Meeting of May -13, 1987. C. Consider approving _a_n agreement for Moorpark Bus Service. Staff Recommendation: Approve the agreement with the City of Thousand Oaks and Laidlaw Transit, Inc. for bus service, and authorize the Mayor to sign the agreement on behalf of the city. ------------------------------------------------------------------------------ Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing item. CONSENT CALENDAR: (continued) Consider City Manager _ Approved contracts. Staff Recommendation: Receive and file this report. Consider apQroying an agreement for City Hall construction observation services. Staff Recommendation: Approve the agreement with D.I.aL. Services for observation services for the Moorpark City Hall project, and authorize the Mayor to sign the agreement on behalf of the City. Consider bond exonera_tions for _Tract 2851 (Griffin Homes). Staff Recommendation: Authorize the City Clerk to exonerate the bonds. G. Consider bond_exoneratio_ns for Tract_ 3841�Griff.in _HomesI Staff Recommendation: Authorize the City Clerk to exonerate the bonds. H. Consider approval of the Final Map for Tract 4095 (Oliver) and approval of the Agreement to Construct Improvements. Staff Recommendation: Approve the Final Map and authorize the Mayor to sign the agreement on behalf of the City. I. Consider- the acceptance of public improvements and the exoneration of bonds for PD -992 (Randy's Tire ) located on High Street_ near Spring.Roa_d. Staff Recommendation: Accept the public improvements as complete and authorize the City Clerk to exonerate the bonds. J. Consider the exoneration of security for DP -315 (Moorpark Associates) located on Goldman_ Avenue north of Los Angeles Avenue. Staff Recommendation: Authorize the City Clerk to exonerate the security. K. Resolution No.. 87- A resolution approving Planned Development No. 1065, a 27,458 square foot automotive center (18,102 square feet of service bays and 9,356 square feet of retail. space) located on the south side of Los Angeles Avenue. (250 feet west of Parklane Avenue). Staff Recommendation: Approve the proposed resolution. Resolution No. _87- A resolution to allow approval of Development Plan Permit No. 390 and Conditional Use Permit No. 4507 to stand in accordance with Planning Commission decision under Resolution No. 87 -151 regarding the construction of 29,847 square foot industrial building including an automotive repair and incidental retail sales of automotive parts. Located on the northwest corner of Los Angeles Avenue and Goldman Avenue. Staff Recommendation: Approve the proposed resolution. City Council Agenda December 16, 1987 Page No. 3 8. Resolution No. 87- A resolution to approve a revision of the Small Cities Community Development Block Grant Application Contract to extend the contract for an additional eighteen (18) months. Staff Recommendation: Approve the proposed resolution. N. Resolution No. 87- A resolution to approve the award of Schedule A - 1987 allotments pursuant to Measure F and Resolution 86 -421. Staff Recommendation: Approve the proposed resolution. 0. Resolution alternate Development (Zoning) of Approve the No. 87- A resolution to authorize an terminology for Planned Development Permits and Plan Permits as required by Division 8, Chapter 1 the Moorpark Municipal Code. Staff Recommendation: proposed resolution. P. Resolution No. 87- A resolution amending Resolution No. 87 -400, A Resolution of the City Council of the City of Moorpark, California, Adopting a Salary for Classes of Positions in the Competitive Service and for Positions Not in the Competitive Service. Staff Recommendation: Approve the proposed resolution. Q. Consider the extension of the Franchise Agreement with Ventura County Cableyision to April_ 7 1988. Staff Recommendation: Approve the extension. -� - - -- 9. PUBLIC NEARINGS: A. Planned Development. Permit. No. .1064 .and Zone Change No. 2813 TOPA Management Partnership- requesting approval 'to construct a 20,029 square foot neighborhood shopping center and a request to change the zone from TPD (Trailer Park Development) to C -2 (General Commercial)-located at the southwest corner of New Los Angeles Avenue and- Moorpark :Road.- . Staff.. Consider a request to _approve the inclusion of loading zones within Planned Development Nos. 338 -347 and 349 -353 (Annotti). Staff Recommendation: Approve the proposed loading zone locations. * F. Staff Recommendation: Support the formation of the association. * L. Consideration of the Health Benefit Plan for City Personnel. Staff Recommendation Direct staff as deemed appropriate.
