Knipe, Assistant City Engineer October 14, 1987 SUBJECT: Tract 3963-3 (Griffin) Elevation Changes BACKGROUND INFORMATION STEVEN KUENY City Manager CHERYL J. GENOVESE City Treasurer Tract 3963 is located in the northeast section of the City of Moorpark adjacent to Moorpark College. A location map is enclosed for your reference. In the attached letter, the developer is requesting that pad elevations within Tract 3963-3 be lowered between 5 to 10 feet from the approved tentative tract map. The tentative map and development conditions for Tract 3963 were approved by the City Council on February 18, 1986. On September 15, 1986, the City Council adopted the Conceptual Grading Policy, which requires any elevation changes of more than 2 feet between the tentative map and final grading plan to be approved by the City Council. Tract 3963-3 is presently located in a canyon. The original tentative grading plan was designed to rase the elevations within the canyon with. fill material from Phase 4 of Tract 3963. The developer has learned since approval of the original tentative tract map that the proposed rip -rap channel on the west side of Tract 3963-3 is not acceptable to the Ventura County Flood Control District. Instead, a rectangular concrete channel will be constructed. This rectangular channel along with the proposed retention basin at the north boundary of Tract 3963-3 will handle the storm water flows from the hills to the north. The developer is thus proposing to lower the pad elevations within Phase 3 by 5 to 10 feet. Please refer to the attached map which shows the original land proposed elevations of each pad within Phase 3. The City Engineer's office has reviewed the revised grading plan relative to slope stability, drainage, and erosion protection. The revised plan is equal to the approved tentative map in these respects. The revised plan also result in less borrow material removed from Tract 3963-4. In conformance with the conceptual grading policy, the Director of Community Development also reviewed the proposed changes for aesthetics, viewshed and conformance with the General Plan. The proposed elevation changes are approved in these respects. Ventura County Flood ControlDistrict has advised they will not accept a rip -rap channel a.s proposed on the West side of Tract 3963-3 and will require a rectangular concrete channel. This requirement allows the area to be lowered several feet. In addition, a retention basin as proposed at the North boundary will allow the lowering of the streets and pads. This above lowering will result in the requirement for importing less dirt from Unit 4 to Unit 3. We request that you forward your recommendations for approval of this grade change to the City Council prior to our firm proceeding with the final design for the project.
