SUBJECT: STATUS REPORT AND RECOMMENDED COUNCIL ACTION ON THE FOLLOWING
LIQUOR LICENSE APPLICATIONS:
1. GOLDEN CRUST PIZZA, 275 W. Los Angeles Avenue
2. LA PLAYITA RESTAURANT, 104 High Street
3. CRAZY TED'S , 304 Los Angeles Avenue
4. New STOP -N- GO Market, Northwest Corner of Moorpark Road
and Tierra Rejada Road
Staff was in contact with Mr. S.E. Huntington, Investigator, for the
Alcohol Beverage Control (ABC) on March 10, 1987, and discussed the
four (4) applications as they relate to the City Council's possible
concerns.
1. Mr. and Mrs. Ivan and Nancy Jackson, the owners of
Golden Crust Pizza, were recently in contact with Mr.
Huntington and are undecided about attempting to resolve
the issues with the City.
More importantly, they may decide to relocate the license
of request to another City.
2. Mr. Cano, owner of the La Playita Restaurant, has
submitted an application for an on -sale beer and wine
license at 104 High Street.
Staff has met with Mr. Cano on several occasions,
attempting to bring his leased property and business into
comformance with zoning requirements.
In researching the application, staff found that the
patio addition was illegally added without a zoning
clearance or building permit. Mr. Cano has hired a
general contractor and has applied for a building
inspection to check the patio addition in regards to
compliance with building codes.

The applicant intends to enclose the patio area with a
western/rustic exterior motif.
The major problem that the applicant has is on -site
parking and its relationship to permitted seating
capacity with the proposed patio enclosed area.
Mr. Cano has submitted a preliminary site plan which
depicts eleven (11) parking spaces. For the applicant
to maximize the parking area, he has proposed diagonal
parking. Egress will be provided to the rear and around
the Southern Pacific Company's vacant land to the west.
Mr. Cano, at staff suggestion, has sent a letter to
the Southern Pacific Company requesting a written response
to the City of Moorpark, stating that he has permission
to use their property for egress.

Because of the aforementioned unresolved problems, staff recommends
that a letter be sent to ABC; requesting that the license not be
granted until these problems have been resolved. The property was
posted on February 20, 1987, and the City must respond on or before
March 20, 1987.
3. Crazy Ted's, 304 Los Angeles Avenue
ABC has received the protest letter from the City,
and the license will not be issued until the Minor
Modification (PD -1047) has been approved by the Planning
Commission. The Minor Modification has been submitted
by the Parkland Center owner and is being reviewed
by staff.
RECOMD FMED ACTION
No action is required at this time, or until all issues are resolved
with the City. Council may or may not wish to withdraw the protest
objections.
4. National Convenience Stores Incorporated, D.B.A.
Stop -n -Go Market, has applied for a Class 20 off -sale
beer and wine license. This multiple license applicant
has many stores in Southern California and has violated
provisions of the Alcoholic Beverage Control Act by
selling alcoholic beverages to minors, as indicated on
the application.

Staff has been advised by Mr. Huntington that no action
or response is required at this time, because PD -1062
must be approved by the City prior to license issuance.
The application will be held in abayance until ABC is
formally notified by the City that PD -1062 has been
approved.
RECOMMENDED ACTION
None at this time - information only.
