GENOVESE City Treasurer S U B J E C T : Amending the rate schedule to the City Engineer Services Agreement with Willdan Associates Willdan has served as City Engineer since July 1, 1984. The hourly rates contained in the City Engineer Services Agreement were last amended with an effective date of August 1, 1985. At that time, W lldan also agreed to make available landscape archi- tect services at an hourly rate of $40.00. Willdan is now requesting an increase in rates effective February 1, 1987. It has been eighteen (18) months since the last increase. At the time of the last increase, staff did a review of rates charged by other contract engineering firms. The rates approved at that time were determined to be generally consistent with those charged oy Willdan. While a review of rates has not been conducted, the requested increases are not out of line with increases in wage rates, overhead -type costs, and general cost, increases experienced during the same period. The rate schedule as proposed by Willdan includes three new classifications, Senior Project Manager, Senior Design Engineer, and Senior Public Works Observer. There are also two classifications which have been renamed; Senior Engineer (formerly Senior Project Engineer), and Associate Engineer (formerly Project Engineer). The City Council's Budget and Finance Committee has reviewed the proposed rate increase and developed a few modifications which have been agreed to by Willdan. The modifications are as follows: 1. The hourly rates for the Principal Engineer (Dennis Oelzeit, City Engineer) and Division Manager (John Knipe, Assistant Engineer) remain at the current rates of $80 and $71, respectively, 2. The Senior Public Works Observer would be charged at the Public Works Observer rates if in any calendar month there was less than the equivalent of two (2) full - time observers (347 hours) billed to City /development projects. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 The Honorable City Council March 4, 1987 Page Two 3. The additional work authorizations currently being performed by the City Engineer would be charged at the new rates effective February 1, 1987, but the current dollar limit on the authorization could not be exceeded as a result of such rate increases. In addition, the Committee wants to move forward with a more detailed study of the option of establishing an in -house City Engineering staff. City staff has estimated that approximately six (6) weeks is needed to survey other cities concerning costs, funding sources (general fund, gas tax fund, etc. vs development related revenue), staffing and additional responsibilities and related information. RECOMMENDED ACTION: 1. Approve the requested rate increase for the City Engineer effective February 1, 1987 with the three (3) aforementioned modifications, and adopt Resolution No. 87- 37, approving the increase in rates for City Engineer Services. 2. Direct staff to complete the survey of other communities and compile related information to make a report concerning in -house engineering services to the Council no later than the May 6, 1987 meeting. Dennis Delzeit, City Engineer !i DATE: January 20, 1987 SUBJECT: Amendment to Exhibit "A" (Schedule of Hourly Rates) Agreement for City Engineer Services The purpose of this report is to request an amendment to Exhibit "A ", which is the Schedule of Hourly Rates under the "Agreement for City Engineer Services ". Attached is a copy of the new hourly rates proposed to go into effect February 1, 19 87 . It has been a year and a half since the rates were last revised. As you may be aware, the marketplace is experiencing a very high demand for engineers. It is very challenging for us at this time to recruit new engineering talent as well as retaining the engineering staff that we currently have. Because of the lack of available engineering prospects in the Ventura County area, we had expanded our search elsewhere in the State of California. Now, because of less than satisfactory results, we are now looking out of State. Due to the market demand, our engineering personnel periodically receive offers of employment from other er.ployers. The above factors as well as inflation, make it necessary for us to request a rate adjustment at this time. Now that we have begun Planning Services as well as Building and Safety Services in our Ventura office, we have added fee rates for those services to the Exhibit. Because of the current economic situation in the marketplace, we cannot wait another six months to adjust our rates but we are finding it an economic necessity to request the rate adjustment effective February 1, 1987. Also, we would expect another slight adjustment effective August 1, 1987 if there are any additional changes necessary to reflect economic conditions. RDD :jg2 Encl. cc: John F.
