Richards, Director of Community Development February 23, 1987 (CC SUBJECT : NEW ON -SALE BEER /WINE LICENSE - 304 Los Angeles Avenue, Parklane Center - CRAZY TED's R. Garcia , Inc. has applied for an On -Sale Beer /Wine license and the business location was posted February 9, 1987, by the Alcohol Beverage Commission (ABC). Staff met with the new Parklane Center owner, Mr. Ockland and the license applicant, Mr. Burbo on February 20, 1987 to review the following condition which was attached to PC- 85 -67: "Any change of use of occupancy which establishes an eating area shall require filing of a Minor Modification with the Director of Community Development review and Planning Commission approval ". This condition directly relates to the needed approval by ABC to the license issuance and Planning Commission approval for seating and its relationship to the parking requirements. Mr. Ockland will submit a Minor Modification to addressing these problems within a few days. Please find attached a very inadequate seating diagram which was submitted to ABC and forwarded to the City. Recently staff has been in contact with the Parklane Center developer Mr. Annotti, and he stated that "he never applied for or was permitted any seating within any of the businesses now located in the center ". The Honorable City Council p. 2 - february 23, 1987 About a month ago Crazy Ted's installed four tables and twenty chairs illegally. Mr. Annottie indicated that based on the existing businesses in the center and its relationship to the parking ratio the center could apply for about 5 - 7 permanent seats. If City Council decides to oppose or to request conditions to be attached to the license, the City has until March 9, 1987 to submit their stated reasons for objections or proposed conditions that should be attached to the license. RECOMMENDATION Council direct staff to forward a letter to ABC stating the aformentioned concerns and request the license not be issued until these issues are resolved.
