ADDENDUM TO THE NEW LIQUOR LICENSE
re GOLDEN CRUST PIZZA MEMORANDUM

Staff has been in contact with Mr. Huntington, Senior Investigator
for the Alcohol Beverage Control (ABC) and he provided the following
information:
1. If City Council decides to oppose or to request conditions
be attached to the new issuance of a "Hard Liquor" licence,
the City must state the reasons why the license should
not be granted or propose conditions that may be attached
to the license.
a. Example:
The Shiloh Community Church is within the six hundred
foot radius of the "Consideration Point" used by the
ABC in evaluating the issuance.
b. There may be a potential problem with the sale of
liquor and how it relates to the floor plan layout
of the premises. Mr. Huntington is sending a copy
of the Diagram of Licensed Premises /Planned Operation,
and will be attached to this memorandum upon receipt.
C. Example: Conditions
An applicant has the right to sell alcoholic beverages
until 2 a.m. but a condition to restrict the hour to
12 a.m. may be attached. Any conditions attached to
a licensed location will stay with that license if
it is transferred.

2. ABC posted the property on January 8, 1987 and if City
Council decides to submit their stated concerns, the must
be submitted to ABC on or before February 6, 1987.
3. The applicant has complied with the required formal
notification to occupants of residential properties
within the five hundred foot radius and as of this
date no objections have been received by ABC or City
Hall staff.
In summary, Mr. Ivan and Nancy Jackson have an existing Beer /Wine
License on the premises and if a new "Hard Liquor" license is issued
the old license must be surrendered to ABC.
RECOMMENDED ACTION
That the City Council direct staff to forward a letter to ABC addressing
Council's concerns, as deemed appropriate, during discussion of this
matter at your February 4, 1987 meeting.

S U B J E C T: NEW LIQUOR LICENSE - Golden Crust Pizza
Mr.& Mrs. Ivan and Nancy Jackson, who own the Golden Crust Pizza
at 275 W. Los Angeles Avenue, Moorpark Town Center, have applied
for a new liquor license.
In November they opened for business and have acquired a Beer and
wine License No. 41- 1888170 without any neighborhood objections.
Three residential properties are within the three hundred foot
area of required notification and the dwellings are still occupied
by the same tenants. No individual business objected to the first
license issuance and none is expected at this time.
Staff contacted Lt. Mike Brown and he indicated that the business
is becoming a popular teenage gathering place at night and that
there has not been any significant problems at this location.
Also, he mentioned that the owners are very cooperative and have
a good handle on the business operation and expect no juvenile
problems.
Mrs. Jackson won the liquor license in a drawing and they must
place the license in an operating business location within the
State Liquor Law allocated time or they will loose it.
Staff will keep City Council informed as to any public concerns
that may arise.
RECOMMENDATION
No action is required unless City Council has some particular
concern.
