Approval of Warrant Register: - Prepaid Warrants No. 4943 - 4976 $ 27,207.86 - Payable Warrants No.. 4977 - 5029 &.4952 $100,136.07 B. Resolution No.' 87- A proposed resolution to instruct City Staff to'prepare a draft ordinance *to amend the appeal process time limits and to- formalize the minor modification process. C. CONSENT CALENDAR: (continued) D. Report back on the status of sidewalk along Tierra Rejada Road from Moorpark Road to the easterly boundary of the Southern California Edison right -of -way. E. Confirmation of the City's participation in the Moorpark Boys and Girls Club fund raiser. F. Consideration of an agreement between CalTrans and the City of Moorpark regarding maintenance of meandering sidewalk adjacent to the Palmer PD -1010 project on Los Angeles Avenue. Staff Recommendation: Approve the agreement. 8. REORDERING OF, AND ADDITIONS TO, THE AGENDA: 9. Pt16LIC HEARINGS: A. Consideration of proposed assessments for "Moorpark Lighting and Landscaping Maintenance Assessment District No. AD -84 -2" for the fiscal year commencing July 1, 1987 and ending June 30, 1988, and consideration of Resolution No. 87- , a resolution confirming the assessment for fiscal year 1987/88. B. Consideration of proposed assessments for "Parks Maintenance Assessment District No. AD -85 -1" for the fiscal year commencing July 1, 1987 and- ending June 30, 1988, and consideration of Resolution No. 87- a resolution confirming the assessment for fiscal year 1987/88. C. Consideration of Development Plan No. 389 - Cabot, Cabot and Forbes. A request to construct a 112,300 square foot industrial bui.ldi.ng on Science Drive. Planning Commission Recommendation: Approve the project as proposed. D. Consideration of a Major Modification - "Residential Planned Development Permit No. 3963 - Griffin Homes. A request to* occupy 135 homes prior to completion. of certain required improvements in lieu of occupancy of" 70 homes prior to completion of improvements as originally approved. The Planning Commission recommended, (1) amend phases, (2) extend occupancies, and (3) install certain road improvements adjacent to the future school. Staff Recommendation: Defer until the Public Works Committee can meet as directed by Council. 10. COMMENTS FROM COl1NCIT14HERS: A. Discussion of potential conceptual plans for the 69 -acre community park site. City Council Agenda June 3, 1987 Page No. 3 11. DISCUSSIOWACTION ITEMS: A. Consideration of the Community Center Tot Lot Proposal. Staff Recommendation: Direct staff as deemed necessary. (This was Item No. 11.G. on the May 27, 1987 agenda.) B. Report back on a citizen request to amend the City's Mobile Home Rent Ordinance. Staff Recommendation: Take no action regarding this request. C. Consideration of a proposed community swimming pool to be located near the new City Hall site. Staff Recommendation: Give staff-direction to-proceed. D. Resolution No. 87- A resolution renaming Moorpark Road. Staff Recommendation: Approve the proposed resolution. E. Consideration of the award of contract and appropriation of funds for the Redevelopment Feasibility Study. Staff Recommendation: Defer the matter to either on adjourned meeting prior to June 17 or to the June 17, 1987 regular meeting.-. F. Consideration of funding for Community Promotion as part of Economic Development activities. Staff Recommendation: Appropriate $5,000 from General Fund Reserves. G. Consider the approval of an amended Co- operative Agreement with Ventura County for a feasibility study of potential transfer of Waterworks District #1 to the City of Moorpark. Staff Recommendation: Approve the -amended co- operative agreement. H. Consideration of the expansion of Clerk Typist /Receptionist duties. Staff Recommendation: Approve the job description and authorize advertisement of the open position. I. Proposed preparation of preliminary signal design for Poindexter /First Street at Moorpark Avenue. Staff Recommendation: Approve the preliminary design and appropriate the necessary monies. J. Transmittal of 1987/88 Budget. Staff Recommendation: Adjourn to June 10, 1987 to begin budget deliberations. K. Consider a request from the Bicentennial Committee for an appropriation of funds for the July 5th Constitutuion Bicentennial Bash. Staff Recommendation: Appropriate the necessary funds 12.
