GILLESPIE Chief of Police SUBJECT: Proclamation proclaiming December 13 to 19, 1987, as "National Drunk and Drugged Driving Awareness Week" Lt. Mike Brown of the Sheriff's Department requested that this item be placed on the agenda. It is hoped that the proclamation will serve as a reminder to our citizens of the dangers of driving under the influence of drugs or alcohol. Representatives from organizations such as MADD (Mothers Against Drunk Drivers) will be present to receive the proclamation. STAFF RECOMMENDATION: Approve the proclamation as presented. MOORPARK, CAUFOWM City of _ _... _.. � .— /�-_ 198, AC 3 N n l)a1D�/ 4- S. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 P RO C LAMA T I ON WHEREAS, traffic accidents cause more violent deaths in the United States than any other cause, approximately 46,000 in 1986; and WHEREAS, about 54% of drivers killed in single vehicle collisions and 39% of all drivers fatally injured in 1986 had blood alcohol concentrations of .10 or above; and WHEREAS, the total societal cost of drunk driving has been estimated at more than $26 billion per year, which does not include the human suffering that can never be measured; and WHEREAS, increased public knowledge about the gravity of the problem of drunk and drugged driving and the practice of "First a Friend -- Then a Host" may convince alcohol and drug users to refrain from driving, and may stimulate interest in research about the effects of drugs on driving ability and the incidence of traffic crashes; and WHEREAS, national awareness of the problems of drunk and drugged driving may help to sustain current efforts to develop comprehensive solutions at the state and local levels; and WHEREAS, the Christmas and New Year's holiday period is a particularly appropriate time to focus national attention on this critical problem, because more drivers are on the roads, more social functions are attended, and more traffic collisions occur; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK, does hereby proclaim the week of December 13 to 19, 1987, as "NATIONAL DRUNK AND DRUGGED DRIVING AWARENESS WEEK" in the City of Moorpark, and does urge all residents of the City of Moorpark to join the Council in combating the ill effects of substance abuse.
