Proposed Change Order to the Contract for Slurry Seal of Certain
City Streets
The 1986 -87 adopted budget included $154,000 for slurry sea] related projects.
$142,000 was budgeted for the actual project work, and $12,000 for related professional
services. This item had been included as an approved project in the adopted Capital
Improvement Program (CIP) for the 1985/86 and 1986/87 fiscal years. $77,000 had been
identified for each of those years in the CIP.
On November 17, 1986, the City Council authorized award of a bid in the amount of
$99,999.88 for this project to Slurry Seal of California. Staff was also directed
to prepare proposed change orders for additional street work up to the budgeted amount.
The projects on which change order bids were solicited are summarized in the two attached
reports from the City Engineer dated February 18, 1987. In addition to the slurry
seal and related repair and restriping work for Peach Hill Road, and repair, restriping
and placement of reflectorized markers on Tierra Rejada Road, the change order included
repair work for Grimes Canyon Road and the overside drain damage on Moorpark Road,
restriping at the intersection of Tierra Rejada and Moorpark Roads to allow for a
right turn only lane, and modification to the slurry seal type on two streets (Robin -
wood and Poindexter Avenue). The work at Campus Park, though recommended by the City
Engineer on a cost basis, is not recommended at this time since it was not a budgeted
item and has not been reviewed by the Parks and Recreation Commission. This item
should be considered during 1987/88 budget deliberations. Grimes Canyon Road and
Moorpark Road are proposed to be pursued as separate projects.

If the four (4) recommended change order items are included in the contract plus
the accompanying professional services, the total estimated expenditure would
be $153,256.63. There is still a need for a $10,000 contingency to accommodate
any additional pavement repair prior to the slurry treatment as determined by
actual field conditions and adjustments to actual quantities of slurry seal applied
or other unanticipated events.

The contingency can be provided by 1) authorizing an additional appropriation
from the street funds (either Gas Tax or T.D.A. Article 8 funds, or 2) eliminating
a portion of the proposed change order work so as not to exceed a total project
cost of $154,000. There is a projected combined fund balance of $700,000 at
June 30, 1987 in the two street funds.
It is recommended that the contingency be provided by an additional appropriation
in the amount of $10,000 from the Gas Tax Fund. This will allow us to utilize
the existing contractor and provide the needed work at current costs instead of
deferring the work until next year's project with anticipated higher costs.
The work on Tierra Rejada Road will restore the unpaved shoulders, repair damaged
pavement and provide reflectorized pavement markings which should make this unlighted
road safer for the public. As you are aware, the traffic volumes have increased
significantly on the road and based upon current development projections and the
Moorpark /Tierra Rejada Road Area of Contribution Fund balance, this road is not
likely to be widened in the near future. The proposed right turn lane at the
intersection of Tierra Rejada Road and Moorpark Road will improve traffic at peak
times, and generally make it more convenient to the public.
The proposed work on Peach Hill Road will improve the pavement condition on this
important collector. The slurry seal and placement of reflectorized markers will
coincide with the same work to be provided by Cal Prop on Peach Hill Road between
Rolling Knoll Road and Moorpark Road.
RECOMMENDED ACTION:
1. Approve Change Order No. 1 to the contract with Slurry Seal of California
for:
a. Type I to Type II Slurry $ 536.75
b. Tierra Rejada Road 12,130.00
C. Peach Hill Road 171964.00
Total $30,630.75
2. Authorize Change Order for right turn only lane for westbound Tierra Rejada
Road at Moorpark Road in the estimated amount of $2,500.
3. Approve changes to Nrotessional Services for items of work as previously
specified in the amount of $4,986.
4. Authorize appropriation from the Gas Tax Fund in the amount of $10,000
for this project with the total improvement cost not to exceed $143,131,
and professional services not to exceed $20,126 without City Council
approval.

DISCUSSION OF AWARD RECOMMENDATIONS
Item 1
The prices received for changing from Type I slurry to Type
II slurry on Robinwood Lane and Poindexter Avenue were about
as expected. Therefore, award is recommended.
The contractor's price for improvements on Tierra Rejada
Road were slightly more than anticipated. However, they are
not all that unreasonable.
Item 3
The contractor's price for improvements on Peach Hill Road
are close to the Engineer's Estimate, therefore, award is
recommended.
The contractor's price for the repairs to the Moorpark Road
overside drain are much higher than can be justified.
Therefore, I recommend that this work not be awarded to the
contractor. The City should perhaps consider putting this
work out for competitive bid.

Item 5
The contractor's prices for all of the alternates for repair
on Grimes Canyon Road are much higher than the Engineer's
Estimate. Therefore, I recommend that the minor repair work
be put out to a competitive bid in an attempt to get more
reasonable prices. However, due to the quickly
deteriorating- condition of the pavement, the City may wish
to consider other ways to do some emergency repair work on
the roadway.
Item 6
The contractor's price for the Campus Park walkway is fairly
close the Engineer's Estimate. These types of small
projects are very difficult to estimate, therefore, the
contractor's price is probably reasonable.

SUBJECT: Slurry Seal Change Order
Right Turn Lane on Tierra Rejada Road at
Moorpark Road
From the preliminary investigations of the intersection of
Tierra Rejada Road at Moorpark Road it has been determined
that a right turn.lane can work at that intersection, but it
will be a tight fit. In order to redesign the striping to
accommodate the right turn lane it will be necessary to make
field measurements of the existing pavement and striping,
then the striping and signing plans can be prepared.
This project will require the restriping of Tierra Rejada
Road for 200' each side of Moorpark Road. I am proposing to
include this work in the Slurry Seal project which will save
money in both the construction. and construction
administration costs. Please see Exhibit "A" for a detailed
breakdown of the work involved and the costs.
