GENOVESE City Treasurer The Marlborough Homeowners Association has requested that the City share the costs evenly for 'Landscaping and irrigation of the southwest corner of the intersection of Peach Hill Road and Moorpark Road. Additionally, they request that the City assume the routine monthly maintenance of this area by incorpo- rating it into the City wide assessment district AD 84 -2. This request is consistent with the City's intent to improve currently unimproved parkways and medians through out the City. Ad 84 -2 has $13,360.00 for miscellaneous projects. These funds are a combination of funds carried over from Fiscal Year 85/86 and funds received in Fiscal Year 86/87 through the Assessment District. It was also City Councils intent to fund montly maintenance costs for projects of this nature through AD 84 -2. City Council has previously directed the Design and Revi --�w Committee to review various projects similar to this where there is unimproved areas and directed them to prioritize and establish guidelines for improvement. The Design and Review Committee to date has not met on the subject. Since the homeowners have expressed an interest in sharing the cost for this project, staff would recommend to proceed with this project - thereby saving the City the expense of funding the entire project at a future date. This project will also allow the City to expend some of the funds in this Fiscal Year since it is unlikely other similar projects can be accomplished this Fiscal Year. 799 Moorpark Avenue Moorpark, Califomia 93021 (805) 529 -6864 City Council February 12, 1987 Page 2 While there is an obvious benefit to the Marlborough Homeowners Association the high visibility of this area will be a general benefit to the community as a whole. It will allow the City to complete any necessary street trenching now for service connections prior to final cap sealing and striping. Again, it has been the intent Of City Council that areas of this kind be funded by AD 84 -2. Attached is a copy of the proposal from Woolley Landscaping along with the proposed landscaping plan for City Council review. Staff has met with the City Council Public Works Sub- committee and they are in agreement that the City should proceed with the project as proposed. Below staff has identified the estimated cost for the project along with the City's share. Installation of landscaping and irrigation for corner $7,654.00 City's share - one time fee $3,827.00 Marlborough Homeowners Association share - one time wee $3,827.00 Monthly maintenance $65.00 A rTT nNT . Based upon the above information staff is requesting the following action by City Council. 1. Approve the City assuming 50% of the total cost to improve the southwest corner of Peach Hill Road and Moorpark Road and appropriate $4,000 from Fund 23 (Landscaping and Street Lighting) to account 23 -143- 603 for said project. 4.
