Dennis Delzeit, City Engineer 944--� 46--P-1 f DATE: March 10, 1987 SUBJECT: PM 3244 -1 (Moorpark Properties) Time Extension for Construction of Subdivision Improvements BACKGROUND INFORMATION Parcel Map 3244 -1 is located on Los Angeles Avenue at Goldman Avenue. A vicinity map is attached for your reference. On December 22, 1981 the County Board of Supervisors entered into an agreement with Moorpark Properties for the construction of public improvements. The agreement required completion of all improvements by December 23, 1983. The developer subsequently paid the necessary fees for a time extension requiring completion of all improvements by December 23, 1984. When the County ceased providing City Engineering services in 1984, they were requested to forward all time extension permits. However, this one was omitted. While researching neighboring projects in conjunction with the City's Los Angeles Avenue Widening Project, it was found that the time extension had expired. The developer is therefore currently requesting a time extension until June 22, 1988. WAMUp -- MM 11 1987 C 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 Page -2- To avoid spot paveouts, the street widening improvements associated with PM 3244 -1 as well as similar improvements associated with other projects were deferred pending completion of the City's Los Angeles Avenue Widening Project. It is recommended that an additional condition be placed on the development to the effect that all improvements must be completed within six months following the completion of the City's Los Angeles Avenue Widening Project. A review of PM 3244 -1 indicates that the existing improvement securities are adequate to guarantee completion of the remaining subdivision improvements. The required time extension fees have been paid. Based upon the foregoing, the granting of this time extension should not cause any undue hardship to the public and will, at the same time, permit completion of the necessary improvements following completion of the City's widening project. RECOMMENDED ACTION Extend the time for completion of the subdivision improvements for PM 3244 -1 (Moorpark Properties) to six months following completion of the City's Los Angeles Avenue Widening Project or to June 22, 1988, whichever occurs first.
