Palmer Associates. 8_ PUBLIC HEARINGS= A. Zone Change No. 2812 - Robert W. & Paulette S. Burnette. A request to change the zone from R -1 (7000) Single Family Residential to RPD -15U, Residential Planned Development (maximum 15 units per acre). Approximately 9.25 acres in size and located south of Los Angeles Avenue between Millard Street and Flory Avenue. Revise the sign ordinance regarding tract pole flags and temporary commercial window sign coverage. Planning Commission Recommendation: Amend the sign ordinance to allow tract pole flags and to modify allowed commercial window sign coverage to 25% maximum. 9_ ORDINANCES /RESOLUTIONS= A. Q. League of California Cities' City Council -City Manager Leadership Team Workshop. C. Social Services Referral. STAFF REPORTS /RECOMMENDED ACTION ITEMS A. Peach Hill improvements. Consider the actions and recommendatiuiis �iiade by the Parks and Recreation Commission at their Special Meeting held on April 6, 1987 relating--to this project. B. Report from the Parks and Recreation Commission concerning use of the lower fields at the high school-as a potential park site. Staff Recommendation: Direct staff as deemed necessary. C. Community Development Block *Grant Agreement:. Consideration of a report regarding the need to continue an agreement with the State of California and Vi 11 a Carripesi na regard i ng the CDGB* program. . Staff Recommendati on: Approve the extension of the agreement. D. Review of a proposed pedestrian bridge across the Arroyo Simi and relating to a condition for PD -1010 (Palmer). Staff Recommendation: Defer action until consideration of the major modification. E. Request from the Chamber of Commerce for City participation on an Economic Development Committee. Staff Recommendation: Proceed with participation on the committee. F. Tierra Rejada Road Bridge Project. Consideration of the Boething Right -of- Way condemnation relating to this prcject. Staff Recommendation: (1) approve the Mitigated Negative Declaration, (2) adopt the resolution finding it necessary for the City to acquire the subject right -of -way, (3) direct staff to proceed with measures for immediate possession. A report regarding a proposed rent increase. Staff Recommendation: Make the necessary findings and approve the rent increase to begin march 1, 1987. H. No Parkin4 Anv Time on Collector Streets within Mountain Meadows (PC -3 Consider alternatives available to accommodate proposed bike lanes in the Mountain Meadows Planned Community. Staff Recommendation: Request input from the affected Homeowner Associations concerning the establishment of "No Parking Any Time" zones. I. Los Angeles Avenue Widening Project. Additional appropriation request for right -of -way acquisition relating to this project. Staff Recommendation: Approve the additional appropriation of $6,728 from the Los Angeles Avenue Area of Contribution Fund. �. Transfer of Funds for the purchase of office equipment /furniture additions. Staff Recommendation: Authorize the transfer of funds for acquisition of equipment /furniture.. K. Transfer of funds for purchase of maintenance equipment. Staff Recommenda- tion: Authorize transfer of funds for the maintenance equipment. L. Consideration of purchase of bus benches for City's transit service. Staff Recommendation: Appropriate funds necessary for the acquisition of bus benches for the City's transit service. M. Information from the League of California Cities concerning the possible implementation of a Charter City VS a General Law City for Mloorpark. Staff Recommendation: Direct staff to proceed as deemed appropriate by the Council. N. Consider the installation of a three -way stop at the intersection of Peach Hill Road and Tierra Rejada Road. Staff Recommendation: Do not install stop signs. 0. Request 'to..i ssue an , encroachment permit for Tract-#4037 ( Cal prop) . Staff Recommend-ation:. Issue the encroachment permit and direct staff to work with the developer's contractor to shorten the remaining construction. time on Moorpark Road. P. Consider a reimbursement to PD -1010 (Palmer) for Moorpark Avenue Storm Drain Extension. Staff Recommendation: Authorize the reimbursement and authorize the City Engineer to perform plan check and construction observation services. Q. Consider the approval of a contract for planning and interior design of the new City Hall facility. Staff Recommendation: Approve the contract. R. Consider revision of Ordinance No. 33, an ordinance relating to commissions. Staff Recommendation: Give staff direction in the preparation of a revised draft ordinance.
