SUBJECT: APPROVAL OF STAFF AND SENIOR CITIZENS AD HOC COMMITTEE'S
RECOMMENDATION TO PROCEED WITH SENIOR CITIZENS CENTER
CONSTRUCTION PROJECT
ITEM
On January 20, 1987, staff received three Requests for Proposal
(RFP's) for Architectural Services for the construction of the
Senior Citizen's Center. They were as follows:
1. Henry Woo Architect & Associates $189860.00
2. DIAL Services 15,750.00
3. L.M. Takita & Associates 259000.00
In order to expedite this project, staff and the Ad Hoc Committee
are requesting Council approve the approach identified as the
Gelco /Dial Concept. This approach will utilize Mr. Dave Phelps
from Gelco and Dial Services in combination.
The basic concept of the approach is to minimize costs for
professional services as much as possible. Below staff has
provided an outline identifying services to be covered, who
will be responsible, and the approximate costs for each firm's
services.

Based upon the above information, staff and the Ad Hoc
Committee recommend the following City Council action:
1. Authorize staff and the Senior Citizens Ad Hoc Advisory
Committee to proceed with the Gelco /Dial approach in order
to expedite completion of this project as soon as possible.
2. Approve the concepts recommended by Senior Citizens Ad Hoc
Committee for construction of Senior Citizens Center.
MAIN CONCEPTS:
- Construct a 2,800 - 3,000 sq. ft. facility;
- Addition of kitchen is a priority;
- Structure to be a modular prefabricated;
- Minimize costs wherever possible;
-Allow for expansion of facility;
- Consider alternative exterior treatments (stucco vs plain wood
siding)
- Adequate parking facilities
3. Approve the Senior Citizen Ad Hoc Advisory Committee
subcommittee appointments of Annabell Sessler and Bob
Cooper.
4. Authorize the Senior Citizen Ad Hoc Advisory Committee
subcommittee to work closely with staff and to oversee,
provide direction and approve action in phases of this
project listed below. Subcommittee actions to be re-
viewed by the entire Committee at key points in the
project's development. Also, subcommittee memebers
will provide periodic reports to City Council on
project's status.
PHASES TO BE COVERED:
- Approve formal plans and specifications upon their completion;
- Approve submittal of formal plans and specifications to
Planning Commission, the State and Building and Safety;
- Authorize staff to proceed with formal bid process when
appropriate;
- Review bids received and recommend appropriate action to
City Council for award of construction contract.
