Approval of Warrant Register: - Prepaid Warrants No. 4972 -4974, 5029 -5055 $54,507.80 - Payable Warrants No. 5056 -5090 - $159,071.65 B. Report regarding Minor Modification request by G.H. Palmer, PD -1010, regarding a request to not install a six (6) foot high wall along the east property..line of the subject site.. C. Revised Moorpark Operating Procedure No. 2 concerning Council meeting agenda ^preparation. D. Resolution No. 87- A proposed-resolution to authorize a.n amendment to the State Community DeYelopment Block Grant (CDBG) contract to extend the time of the contract .until January 1, 1989. ------------------------------------------------------------------------------ Any member of the public may address the Council on any subject within the jurisdiction of the City Council whether or not it is listed on the Agenda, during the Public Comments portion of the Agenda, unless it is a Public Hearing item. Speakers will be heard in the order that their Speaker Cards are received by the City Clerk prior to the Call to Order of the meeting. Consideration of Resolution No. 87- A resolution of support for the Ventura County Transportation Commission. G. Consider an additional appropriation for the City Attorney. Staff Recommendation: Appropriate the necessary funds. H. Considerati.on of a request for tree removal from Mr. Elkins Cronkite due to root damage to curb and sidewalk. Staff Recommendation: Grant Mr.. Cronkite's request. I. Consider compensation for temporary taking - Luthern Church. Staff Recommendation: Receive and file the report. 8. REORDERING OF,'AND ADDITIONS TO, THE AGENDA: 9.- PUBLIC HEARINGS: A. Further consideration of proposed assessments -for "Moorpark Lighting and Landscaping Maintenance Assessment District No. AD -84 -2" for the fiscal year commencing July 1, 1987 and ending June 30, 1988, and consideration. of Resolution No. 87- a resolution confirming the assessment for fiscal- year 1987/88. (Continued from June 3, 1987, Item #9.A.) 10. COMMENTS FROM COU NCILMEMBERS: A.. .Consider the possible removal of commissioners. . B. Report from the Highway 118/23 Freeway Connection Strategy Committee, 11. DISCUISSIOWACTION ITEMS: A. Consideration of Resolution No. 87- A resolution approving Development Plan Permit No. 389 (Cabot, Cabot & Forbes) as additionally conditioned by the City Council. B. Consideration of Resolution No. 87- A proposed resolution modifying Conditions of Approval Nos. 38, 58, and 60 of Resolution No. 86 -275 (Tract No. 3963 - Griffin). C. Consider "No Parkin_ on Collector Streets" within Mountain Meadows (PC -3), and alternatives available to accommodate proposed bike lanes in the Mountain Meadows Planned Community. Staff Recommendation: Consider the input from the affected Homeowner Associations concerning the establishment of "No Parking Any Time" zones. City Council Meeting June 17, 1987 Page 3 11. DISCUSSION /ACTION ITEMS: (continued) D. Further consideration of the draft 1987/88 Budqet. E. Consideration of the annual Infrastructure Report. A report regarding residential, commercial, and industrial development, school facilities, water and sewer, fire facilities and traffic. F. Consider the removal of street trees and reconstruction of curbs and sidewalks in the Second, Third, Bard Street area and Shasta /Sierra area. Staff Recommendation: Give staff direction to.proceed. G. Consideration of the award of contract and appropriation of funds for the Redevelopment Feasibility Study. Staff Recommendation: Approve the Public Works Committee recommendation. (Continued from 6- 10 -87, Item No. 11.E.) H. Consideration of a 5 -Year Park Improvement Report; a Staff report presenting park improvement projects and funding mechanisms for the next five years.. Staff Recommendation: - Defer consideration of .this item. unti 1. -Jane 24, 1987. I. Consider the purchase of pins fashioned after the City seal. Staff Recommendation: Direct staff to purchase the pins at a cost of $500. J. Consider a Reimbursement Agreement with Pacifica concerning a slough wall. Staff Recommendation: Include this item as part .of the landscape reimbursement agreement with Pacifica Corporation regarding Tierra Rejada Road. K. Consider the purchase -of a truck for the Community 'Services Department. Staff Recommendation: Approve the specifications, and authorize staff to proceed with the. purchase of a one (1) ton pickup truck: L. Consider - the acquisition /purchase of additional computer hardware and software components. Staff Recommendation: Authorize the requested purchases which are within the budgeted appropriations. M. Consider awarding a contract for routine landscape and maintenance of all city -owned parks for 1987/88. Staff Recommendation: Defer the awarding the bid to June 24, 1987. N. Consider giving authorization to advertise for bids for the Gabbert Road Traffic Signal Project. Staff Recommendation: Authorize the advertisement. 0. Consider authorization to enter into material testing contracts for the Tierra Rejada Bridge Project. Staff Recommendation: Defer this item until June 24, 1987 to allow the Public Works Committee to review the proposed contracts. Staff Recommendation: Defer this item until June 24, 1987. Q. Report back regarding fence /wall issue for Tract 4037 Ca1Pro Staff Recommendation: Uphold the Director of Community Services' decision. R. Consider setting a meeting date and topics of discussion for the next quarterly Town Hall Meeting. Staff Recommendation: Set a date and determine topics of discussion. S. Consider the use of a "constructive notice" regarding proposed entitlements during the General Plan Update process. Staff Recommendation: Direct staff as needed. T. Consider a fast track process for review of the draft Residential Development Management System. Staff Recommendation: Direct staff on how to proceed. U. Consider authorizing staff to 'retain R. W. Graham & Associates to provide formal landscape plans and specificiations for the Senior Citizen Center Construction Project. Staff Recommendation: Authorize staff to retain R. W.
