SUBJECT: DP- 338 -347 AND 349 -353 LOADING ZONES - ANNOTTI
Background
The applicant, several months ago requested a zone clearance
from the Department of Community Development for the above
mentioned. At that time it was noticed that no loading zones
were provided for any of the fifteen (15) industrial
buildings to be built.
Inasmuch as Condition No. 6 of the Resolution of approval
(No. 347) for this project required meeting all the
requirements, staff would not approve a zone clearance
without loading zones.
The parcel map and development plans for this project did not
require loading zones when approved.
On October 7, 1987 staff, at the request of the applicant
brought this matter to the attention of the City Council.
The Council directed staff to work with the applicant to
resolve the loading zone issue and to have the matter
reviewed by the Planning Commission with a recommendation to
the City Council.
Cn December 7, 1987 the applicant's proposal to include
loading zones within the various DP's was presented to the
Planning Commission for recommendation. It was the
Commission's action on a 5:0 vote to recommend approval of
the proposed loading zone areas.

Discussion
Proposed is the establishment of loading zones mainly inside
the proposed buildings (four buildings are proposed to use
outside loading zones). The applicant is suggesting a
reduction in the amount of useable floor space from the
building so as to calculate the required parking. Also,
office and mezzanine areas have been adjusted.
Staff has reviewed the truck turning movements and all meet
minimum standards.
Recommendation
Approve the applicant's proposal for inclusion of loading
zones.

I have attached the revised loading zone locations on our overall site
plan. Along with the plan are exhibits showing the circulation and
turning radius of truck motions in relation to the parking stall_ and
other obstructions. The overall plan is not a detailed parking plan for
each, building, but it will be relied upon for loading zone 'Locations.
We will generate specific parking plans to adhere as closely as possible
to those that are on file with the approved development permits.
I hve summarized on additional sheets the net effect ttie loading zones
will have on the number of parking stalls approved on the original de-
velapnr_rm plans and the deletion of square footage on certain buildings.
I have also included the specific parking layout plans on building *10
and #11. As soon as possible we would request a zone clearance be signed
for 110 and 411 so we may proceed.
The Loading zones on buildings #10 and #11 reflect our conversation with
:rega-rds to partial interior zones for the trailer and the balance exterior
for the tractor portion of the truck.
'lbgether with the parcel map we have recorded a reciprocal access agree -
ment for all the buildings in the park - for all traffic as well as truck
traffic. This should help with the truck movements on site through the
possibility of paths of motion other than those that are depicted on the
exhibits attached.
