SUBJECT: Request to Proclaim May as "Better Hearing and Speech Month"
I received a request from Mr. Neuschotz of Beltone Hearing Aid Center to proclaim
the month of May 1987 as "Better Hearing and Speech Month ".
Since Mr. Neuschotz' request affords an opportunity to keep our citizenry better
informed, I have prepared the attached proclamation for presentation at tonight's
meeting. Mr. Neuschotz will be present to receive the proclamation.

A PROCLAMATION OF THE CITY CODICIL OF
THE CITY OF MOORPARK PROCLAIMING THE
M NTH OF MAY 1987 AS "BETTER HEARING
AND SPEECH MONTH".
.
WHEREAS, it is estimated that as many as 20 million Americans have
measurable hearing impairments; and
WHEREAS, hearing loss is one of the nation's most common
disabilities; and
WHEREAS, observance of "Better Hearing and Speech Month" will alert
our citizens to the need to follow common sense hearing health procedures; and
WHEREAS, observance of "Better Hearing and Speech Month" will remind
our citizens to get an annual hearing examination.
NOW, THEREFORE, the City Council of the City of Moorpark does hereby
proclaim the month of May "Better Hearing and Speech Month" in the City of
Moorpark.

HEARING LOSS IS THE NATION'S SILENT AFFLICTION. THEREFORE,
OBSERVANCE OF BETTER HEARING AND SPEECH MONTH WILL FOCUS
ATTENTION ON COMMUNITY AWARENESS OF HEARING CONSERVATION.

MAY WILL BE OBSERVED AS "BETTER HEARING & SPEECH MONTH" IN
MOORPARK, ACCORDING TO A PROCLAMATION ISSUED BY MAYOR CLINT
HARPER.
IN SIGNING THE PROCLAMATION, THE MAYOR SAID THE PURPOSE OF
THE OBSERVANCE IS TO FOCUS COMMUNITY ATTENTION ON HEARING
CONSERVATION AND THE NEED FOR EACH CITIZEN TO MAKE SURE HE
OR SHE IS NOT SUFFERING FROM AN UNDETECTED HEARING LOSS.
CITING THE FACT THAT AN ESTIMATED ESX OF THE MOORPARK
RESIDENTS HAVE MEASURABLE HEARING IMPAIRMENTS, THE MAYOR
NOTED THAT HEARING LOSS IS ONE OF THE NATION'S MOST COMMON
DISABILITIES.

ONE OF THE MOST IMPORTANT OF THESE PROCEDURES IS AN ANNUAL
HEARING EXAMINATION, ACCORDING TO PHILIP NEUSCHOTZ, A LOCAL
HEARING AID SPECIALIST WHO ALSO ATTENDED THE SPECIAL CEREMONY
MR. NEUSCHOTZ IS THE OPERATOR OF THE THOUSAND OAKS BELTONE

"AN ANNUAL HEARING EXAMINATION IS RECOMMENDED FOR EVERYONE,"
