A. Peach Hill Improvements. Further consideration concerning
a possible award of bid for the Peach Hill Park improvements.
Staff Recommendation: Award the bid.
D. Review of a proposed pedestrian bridge across the Arroyo
Simi and relating to a condition for PD -1010 (Palmer). Staff
Recommendation: Defer action until consideration of the major
modification.
Those who wish to address the City Council on any item are required to fill
out a Speaker's Card, and present it to the City Clerk prior to the item being
heard or they may not be heard. Speakers are asked to limit their comments to
a maximum of three minutes.

H. No Parking Any Time on Collector Streets within Mountain
Meadows (PC -3). Consider alternatives available to
accommodate proposed bike lanes in the Mountain Meadows
Planned Community. Staff Recommendation: Request input from
the affected Homeowner Associations concerning the
establishment of "No Parking Any Time" zones.
L. Consideration of purchase of bus benches for City's transit
service. Staff Recommendation:• Appropriate funds necessary
for the acquisition of bus benches for the City's transit
service.
M. Information from the League of California Cities concerning
the possible implementation of a Charter City VS a General Law
City form of government for Moorpark. Staff Recommendation:
Direct staff to proceed as deemed appropriate by the Council.
N. Consider the installation of a three -way stop at the
intersection of Peach Hill Road and Tierra Rejada Road.
Staff Recommendation: Do not install stop signs.
R. Consider revision of Ordinance No. 33, an ordinance relating
to commissions. Staff Recommendation: Give staff direction
in the preparation of a revised draft ordinance.
T. Tierra Rejada Road and Bridge Project.
1. Consider the approval of an agreement for possession
of real property, Tierra Rejada Road,*Moorpark,
California. Staff Recommendation: ,Approve the.
.agreement and authorize the Mayor to sign.

U. Report from the City Engineer's office concerning conditions
relating to the issuance of an encroachment permit for Tract

SUBJECT: Film Permit Application
The City of Moorpark has been approached by Empire Pictures/Lexyn Productions
for approval of a filming permit. Attached is a description of the proposed
activities and the times and locations of the proposed filming.
The original application has been reviewed by Lt. Brown and City staff, with
the requested revisions of City staff being met by the applicant. Final
analysis by the City staff, Lt. Brown and other agencies has not been made at
the date of this memorandum, but is anticipated by April 29, 1987.
Additionally, notices of residences and business owners within a 300 foot
radius of the filming locations have been notified of the application. Any
negative reactions to the film permit application will be presented by City
staff at the meeting date.
Upon the conclusion of resident/business owner response, City staff will
consider the approval or denial of the application.

Initial orginization of the location , crew , vehicles . The majority
of the daytime hours will be spent lighting the interior of the
bldg . located at 601 Moorpark Avenue . ALL filming will take
place inside on this day .
Equipment C Crew will be contained on the general property of
the bldg . as well as the rear parking lot and the dirt lot across
the street .
May13th
Interior
All filming will take place inside the bldg . some actors will
be seen leaving the bldg . through the front door but the point
of view will be from inside . A small amount of equipment and lights
to illuminate the windows or the car parked out front will be
neccessary .
Interior scene of phone being shot off the wall takes place .
A special effects man will rig the phone to look like shots
occured .
Equipment 6 Crew will be contained on the general property of
the bldg . as well as the rear parking lot and the dirt lot across
the street .
May 14th
Interior
All filming inside again . Some actors will exit bldg . again while
being filmed from inside .
Everything else is the same as May 12th 9 May 13th .
May 15th
Interior/Exterior
All filming will take place inside the bldg . Actors need to
enter from the outside through the front door . The exterior
of the bldg . will have lighting on it in order to illuminate
the windows and the people entering from outside . . . . this scene
will be done later in the evening after the theater is closed .
Everything else is the same as the previous day
May 18th
Interior/Exterior
Most of the filming takes place inside . The scenes that will
take place outside will be scheduled for later in the night .
The action is an interview that takes place in front of the bldg .
as well as actors entering and exiting from the bldcc . with the
camera viewpoint across the street .
**Exterior scenes at night require lighting equipment to be
placed safely in various areas outside the bldg . Some can be
across the street in the dirt lot , others on the sidewalk of
the N .E . corner of High Street and Hwy . 23 . the rest will be
up to the discretion of the officers on the scene .
May 19th
Interior/Exterior
First part of the day interior only .
At dusk a truck drives through the rear garage door of the
bldg . drives through the back parking lot and out onto High
Street East of Hwy . 23 .
Truck drives down High Street across Hwy . 23 and heads West .
Various truck scenes (different camera angles) to take place
on High Street East of Hwy . 23 . . . both truck and Camera will
be placed in the street . Access for the residents will be
arranged by driving through the dirt lot . We will contain our-
selves to the area just West of Hwy 23 to approximatly 25 yards
West .
Two scenes of actors inside the truck , the truck is stopped
in safe place on High Street West of Hwy . 23 . We have lights
and camera equipment around the truck . Access to residents
controlled by sheriffs through the dirt lot .
Various scenes in front of bldg . with actors running toward
or away from bldg . Traffic control for the action taking place .
All exteriors scenes where Traffic Control is needed to perform ,
will take place after dark , with the bigger and more complicated
scenes taking place later at night for safety reasons .
May 20th
Interior
Very similar to the 19th , action takes place in front of bldg .
Traffic Control and actors in Vehicles begin to work at dark .
Camera positions in various places across the street from the
bldg . Much dialogue takes place in front of bldg . Quiet is
essential . Various scenes where people drive from down the street
on Hwy . 23 to the Bldg . park in front of the bldg . and enter the
bldg .
Exterior scenes at night require lighting equipment to be
placed safely in various areas outside the bldg . Some can be
across the street in the dirt lot , others on the sidewalk of
the N .E . corner of High Street and Hwy . 23 . the rest will be
up to the officers on the =cone .
May 21st
Interior/Exterior
Our day starts at the only other location we wish to use in
Moorpark which is Barakat ' s Liquor Store at 411 High Street .
Almost all of our vehicles and crew will still be stationed
at the 601 Moorpark Ave . bldg . Any vehicles or equipment we
bring to Barakat ' s will be parked in his parking lot .
The scene here takes place both inside and outside of the store .
With the exception of two lights across the street ( placed on
the sidewalk) all equipment will be contained on Mr . Barakats
property .
The scene entails someone breaking into the store , taking
various items , exiting the store and stopping to use the
phone directly outside the store .
Back at 601 Moorpark Ave . we have various scenes in front of
the bldg . where an actor across the street from the bldg .
stops and takes aim on the bldg .
The next scene is of an actor driving away from the area , probably
heading West on High Street .
Just outside the bldg . we have scenes which will imitate the
preseance of a helicopter by showing an actor from a high angle
with a very bright spot light shining down upon them .
Our last scene is from a crane position off the Hwy . showing
the entire intersection ano bldg . while various actors walk
away from the area . . . the crisis is over .
"DEADLY WEAPON"
We would like to request permission to park our passenger cars
and Equipment vehicles on the (North and South side of High Street
West of Highway 123 . This area of High street seems to have little
or no traffic on it and th rafor ws hope will not cause _ problem
to anyone in the area .
We would also like to gain permission to use the dirt lot across
the street from 601 Moorpark Avenue for parking of passenger cars .
The distance between the curb and the railroad track: is approx-
imatly eighty feet , we will only require forty feet from the
curb to the tracks thereby leaving a safe margin .
