No work shall occur on Saturday, April 25, 1987. 2. Materials stockpiled in the Moorpark Road paveout area adjacent to the church shall be removed prior to noon Friday, April 24, 1987. 3. Extended work hours (7:00 A.M. - 9:00 P.M.) will be permitted for five workdays. Any weekend work will be restricted to the hours between 8 :00 A.M. and 5:00 P.M. Following the extended workdays, regular weekday work hours shall be restricted to 8:30 A.M. - 4 :00 P.M. By the end of each working day as defined above, all work shall end and overnight two -way traffic control measures shall be complete. 4. Traff is control devices shall reflect current operations (for instance, remove flagger ahead sign when flagger is not present). 5. All advance warning signs shall be illuminated at night. All cones shall be internally illuminated or fitted with reflective sleeves. Permittee shall maintain all traffic control devices at night. 6. Nighttime flood lighting of construction area may be powered by generators. 7. All nearby residents that may be affected by construction activities shall be notified in writing of project scope and duration. Notification shall occur at least one day before construction begins. 8. During flagging operations, efforts shall be made to limit motorist delays to one minute or less. Preference shall not be given to construction vehicles or any vehicles other than emergency vehicles. 9. Per the W.A.T.C.H. manual, a minimum of five -feet shall be maintained between any open excavation and a travel lane. 10. It is understood that, as a separate operation, the east half of Moorpark Road shall be overlaid with a minimum of 1 -1/2 inches of A.C. The manhole covers and water valve stacks shall be raised to ultimate grade in conjunction with this overlay. The overlay shall be placed within two weeks following the close of school for the summer (approximately June 15, 1987) . Page -2- 11. The contractor shall make every effort to begin trenching operation at the south end of the job site and proceed in a northerly direction. This will permit the traffic control zone to become shorter as the work progresses. 12. Flaggers shall be in constant communication via two -way radio. 13. Upon review of improvement plans, it appears that lane delineation could be established such that two -way traffic is maintained at all times, with flagging being unnecessary. Every effort shall be made to accomplish this, with final layout to be reviewed and approved by the City Engineer. If full -time two -way traffic is infeasible, all lane delineation shall be accomplished with cones (not barricades) and any necessary temporary paving shall be done to permit two -way traffic at night. 14. Travel lane width shall be ten -foot minimum. 15. Flagging procedures shall conform to the attached CalTrans "Instructions to Flaggers". 16. Traffic control shall generally comply with the attached Figure 5 -7, excerpted from the CalTrans Manual of Traffic Controls for Construction and Maintenance Work Zones, as modified by the attached list of traffic control device locations. The distance between the Nagger and the work site varies with the approach speed of traffic, roadway geo- metries and physical conditions. This distance in urban areas where speeds are low and streets closely spaced will necessarily be shorter than for open highway conditions. The flagger must be protected and the motor - 1st forewarned of his / her presence by the use of advance warning signs and cones. Flags used in conjunction with advance warn- ing signs should be a minimum of 18 "x 18" in size, and orange in color. The use of orange vests. jackets. or shirts shall be required for all flaggers. During hours of darkness flaggers shall be outfitted with a reffectorized garment and the flagger's station shall be illuminated such that the Nagger will be clearly visible to approaching traffic. Ughts for illuminating the station shall be approved by the Engineer of the public agency or authority hav- ing jurisdiction over the highway. Flagging procedures (signaling) shall be the same as those prescribed for day work. Under emergency conditions the Nagger may use a flashlight and hand signals to direct traffic, until proper illumination can be effected.
