BACKGROUND
The Department of Community Development accepted an application
from Cabot, Cabot & Forbes regarding the processing of
a proposed 200,000 square foot industrial complex. This
complex is being proposed within the Moorpark Business
Center for a single user who needs to take occupancy
March 1, 1988.
City staff and representatives from Cabot, Cabot & Forbes
have met and agreed upon a schedule which will accomplish
the required processing. However, at the present time
Community Development personnel are committed to a variety
of other filed projects and other demands. Therefore,
there is a need for contractural planning services. Cabot,
Cabot & Forbes has agreed to pay all costs associated
with using a contract planner to facilitate the schedule
(see attached).
Staff has contacted several planning consultant firms
regarding availability to perform this work on short
notice. At this time, the firm of Sanchez Talarico Assoc.
359 San Miguel Drive, Newport Beach, California, is avail-
able. Mr. Talarico, a principal in the firm, and an
and an Associate will act as case planner for the project.
Sanchez Talarico Assoc. has been very active in the Ventura
County area preparing environmental impact reports, special
studies, General Plan work and case planner staff reports.

A standard contract from this firm will be provided
at the Council's April 29th meeting.
RECOMMENDATION
1. Approve the use of Sanchez Talarico Assoc. as case
planner for the proposed 200,000 square foot
industrial complex within the CC &F Moorpark Business
Center so long as CC &F pays all cost associated
with this contractor not to exceed a specified
amount.
2. Require CC &F to deposit with the City an amount
to cover the estimated cost of the Sanchez Talarico
Assoc. contract.
3. Authorize the City Manager to sign said contract
with Sanchez Talarico after deposit by CC &F.
