A. Further consideration of proposed assessments for "Moorpark
Lighting and Landscaping Maintenance Assessment District No.
AD-84-2" for the fiscal year commencing July 1, 1987 and ending
June 30, 1988, and consideration of Resolution No. 87- , a
resolution confirming the assessment for fiscal year 1987/88.

Any member of the public may address the Council during the Public Comments
portion of the Agenda, unless it is a Public Hearing item. Speakers who wish
to address the Council concerning a Public Hearing item must do so during the
Public Hearing for that item. Speaker Cards must be received by the City Clerk
prior to the Call to Order of the meeting. Speakers will be heard in the order
that their Speaker Cards are received. A limitation of 3 minutes shall be
imposed upon each speaker.

11. DISCUSSIOWACTION ITEMS:
D. Further consideration of the draft 1987/88 Budget.
E. Consideration of the annual Infrastructure Report. A report
regarding residential, commercial, and industrial development,
school facilities, water and sewer, fire facilities and
traffic.
F. Consider the removal of street trees and reconstruction of
curbs and sidewalks in the Second, Third, Bard Street area and
Shasta/Sierra area. Staff Recommendation: Give staff
direction to proceed.
G. Consideration of the award of contract and appropriation of
funds for the Redevelopment Feasibility Study. Staff
Recommendation: Approve the Public Works Committee
recommendation.
H. Consideration of a 5-Year Park Improvement Report; a Staff
report presenting park improvement projects and funding
mechanisms for the next five years. Staff Recommendation:
Receive and file the report.
Consider the purchase of pins fashioned after the City seal.
Staff Recommendation: Direct staff to purchase the pins at a
cost of $500.
K. Consider the purchase of a truck for the Community Services
Department. Staff Recommendation: Approve the specifications,
and authorize staff to proceed with the purchase of a one (1)
ton pickup truck.
L. Consider the acquisition/purchase of additional computer
hardware and software components. Staff Recommendation:
Authorize the requested purchases which are within the budgeted
appropriations.
M. Consider awarding a contract for routine landscape and
maintenance of all city -owned parks for 1987/88. Staff
Recommendation: Consider awarding the bid.
0. Consider authorization to enter into material testing contracts
for the Tierra Rejada Bridge Project. Staff Recommendation:
Award the proposed contract and authorize the Mayor to sign the
agreement on behalf of the City.
P. Consider the establishment of seat belt signs in the City of
Moorpark. Staff Recommendation: Authorize appropriate sign
installation.
R. Consider setting a meeting date and topics of discussion for
the next quarterly Town Hall Meeting. Staff Recommendation:
Set a date and determine topics of discussion.

S. Consider the use of a "constructive notice" regarding proposed
entitlements during the General Plan Update process. Staff
Recommendation: Direct staff as needed.
T. Consider a fast track process for review of the draft
Residential Development Manaqement System. Staff
Recommendation: Direct staff on how to proceed.
U. Consider a request for a progress payment to Slurry Seal of
California. Staff Recommendation: Approve the progress
payment.
V. Further consideration of a portable community swimming pool.
Staff Recommendation: Give staff direction.
W. Staff report concerning_ the possibility of using Circus
D'Carlo during the bicentennial celebration. Staff
Recommendation: Consider staff's report and give direction to
proceed.
